County staff present: Vern Redifer, Steve Erickson, Gary Eksted
Review financing options for street construction /frontage improvements for new
development projects:
At the July 7 meeting of the Intergovernmental Committee, staff was asked to put together
a list of choices for the next meeting based on the following topics:
1. Funding opportunities (new and existing) and where they have been utilized;
2. Cost opportunities or cost benefits;
3. Potential "impact areas" of current or future concentrated development.
Dick Zais opened the. August 4th meeting by saying that with help from City and County
staff we've tried to put everything on the table in regard to the Committee's latest
assignment.
Vern Redifer asked if the City could dedicate excess revenue to road improvements. Zais
said that there is not enough excess. Mike Leita commented that it takes all three parties
— County, City and the developer to share costs. Discussion continued about growth
management practices and the idea that public investment can encourage development in
certain areas. The process could include:
• . Select an area that is poised for significant development;
• Determine needed infrastructure and costs;
• Build infrastructure;
• Recover costs through latecomers' agreements.
The Committee determined that a model or "pilot zone" should be drawn out. Gary Eksted
reported that Gary Cuillier had recently mentioned a similar model that Ferndale is using.
Leita stated that additional consideration for the past must be built into the model to make
up for infrastructure that we've been under - contributing to, including contribution
agreements from the City, the County and developers.
The next Intergovernmental Committee meeting is scheduled for Wednesday, August 20,
beginning at 1:30 p.m., in the City Manager's Conference Room.
