SUMMARY EXPLANATION:
The Fresh Hop Ale Festival is scheduled for Saturday, October 2, 2010. The event has been
held for eight years and is the major fund raiser for Allied Arts of Yakima Valley. This year the
. organization has requested usage of the southwest quadrant of the Millennium Plaza parking lot
for setup Friday (October 1, 2010) to subsequently be used the next day. Representatives from
the Fresh Hop Ale Festival will be available to make their presentation.
The Committee for Downtown Yakima (CDY), the Parking Commission and the Council
Economic Development Committee all have indicated general support for the Festival, but have
a mixed reaction on this parking lot element. Festival representatives will have begun
canvassing the opinions of adjacent property owners and will report their findings.

recommends limited approval for one weekday usage for this one event in 2010. The Economic
Development Committee simply recommended this matter to be sent to the full City Council for
deliberation and action.

This event, and others like it, are important to the continued success of
downtown.
• We want to keep bringing 3,000+ people to our downtown.
• People have attended from Las Vegas, B.C., Maine, Michigan, Idaho, Seattle,
Portland and TriCities.
• Heads in beds, people in for the weekend.
• The outdoor Et urban setting is integral to our event's identity and success
To make it happen, we need more space Et more time.
• Context: Case of the Blues sets up infrastructure 2 days in advance. We have
been setting up Et taking down FHAF in one 24 hr period.
40 We will be setting up a 60x100' tent in a 100'x150' area, using cement blocks (i.e. k-
rails or ecology blocks) in the Southwest quadrant of the lot. (see DRAFT map)
Our standard procedure has been to:
• Close 3rd St at 2:OOam Saturday 10/2 through 5:OOam Sunday 10/3
• Notify surrounding businesses
• Chasing all cars out of the NE and SE quadrants by 8am Saturday morning.
We propose adding:
• Closing the SW quadrant of the lot at 11:59pm Thursday September 30 through
Sunday October 3 after 3:OOpm.
We plan to:
• Inform surrounding businesses of the closure /towing
• Notify leased parking spot holders early (perhaps with their billing cycle ?)
• Poster the parking lot and surrounding areas two weeks prior to the event
We'd like to minimize the impact to downtown patrons and businesses, ensure
continued vitality in the downtown core, and raise funds that are directly invested
back into the community through programs like ArtsVan, Arts Integration
Mentorship in Schools and the ArtsCenter in Gilbert Park.

The Committee for Downtown Yakima's Executive Committee discussed your request to close
the SW quadrant of the parking lot behind the Olive Garden on Friday, October 1, for the
Fresh Hop Ale Festival. The Executive Committee has endorsed the Parking Commission's
recommendation to allow the closure of the SW quadrant of the parking lot behind the Olive
Garden on Friday, October 1, with the provision that Allied Arts will pay the parking fee for
the amount of parking spots they would be using on that day. The parking lots are enforced
from 8 a.m. - 6 p.m., with the first 2 hours free, and then a dollar per hour, per spot after
that. So if the Fresh Hop Ale Festival began using those spots at 8:00 a.m., the cost would
be $8 per spot for the rest of the day. Also, the Parking Commission asked that the effected
businesses will be notified at the earliest time, and the Committee for Downtown Yakima
supports this request.
