A RESOLUTION authorizing a Grant Agreement with the US. Department of
Transportation, Federal Transit Administration to provide funding
assistance for three ADA Paratransit vans.
WHEREAS, in 2024, the City of Yakima (City) Transit Division will order three para-
transit ADA equipped vans as part of Yakima Transit's Capital Vehicle Replacement plan; and
WHEREAS, the US. Department of Transportation, Federal Transit Administration (FTA)
opened up a grant funding opportunity under FTA ARP Act-FY2021 Section 5307, ARP Funds;
and
WHEREAS, Yakima Transit applied for funding on May 23, 2023, and was awarded a
grant in the amount of$328,037 with no match required; and
WHEREAS, the three para-transit ADA vans will be ordered in the first quarter of 2024
and is anticipated to be delivered in the third quarter of 2024; and
WHEREAS, it is necessary for the City and the FTA to enter into Grant Agreement WA-
2023-030-00 setting forth the terms, conditions, and requirements for allocating this funding;
now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized to enter into Grant Agreement WA-2023-030-00
with US. Department of Transportation, Federal Transit Administration, attached hereto and
incorporation herein by this reference, to fund three para-transit ADA vans in the amount of
Three Hundred Twenty-Eight Thousand Thirty-Seven Dollars ($328,037).

Purpose
The ARP Act- FY2021 Section 5307 funds will be used for the purchase of of approximately (3)
gasoline powered, ADA accessible, replacement paratransit demand response vans for Yakima Transit.
Activities to be performed:
Purchase of approximately three (3) paratransit demand response vans to replace existing vehicles that
are past their useful life.
Expected outcomes:
The vehicle replacements will help to maintain safe, efficient, and reliable transit service.
Intended beneficiaries:
Members of the general public within the City of Yakima and the surrounding areas, specifically those
requiring ADA accessible paratransit services.

Yakima Transit operates within the City of Yakima, with one exception: Yakima Transit has one
commuter route to, and from, the City of Ellensburg, WA. This contracted commuter route service
travels from the Yakima airport, to Central Washington University (Ellensburg), back to the Yakima
Airport through a contract with an over-the-road coach company. This commuter route is funded by a
grant from Washington State DOT (WSDOT) (with non-federal funds only).

SUMMARY EXPLANATION:
The Federal Transit Administration (FTA) through Section 5307 ARP Funds has awarded the
City of Yakima (City) grant funding in the amount of $328,037 to be used towards the purchase of
three para-transit ADA vans as part of Yakima Transit's Capital Vehicle Replacement Plan. This
funding is 100%with no local match required.
The para-transit ADA vans will be ordered in the first quarter of 2024 and is anticipated to be
delivered sometime in the third quarter of 2024. In order to receive this funding, it is necessary
for the City and FTA to enter into Grant Agreement WA-2023-030-00 which has been attached
for City Council review.
