He introduced it as a plan that includes regular topics of discussion for the Committee, such as transportation improvements, standards, funding, and in addition, better ways to do business collectively. The Committee reviewed the document page by page. He noted that the estimates are planning level estimates — no engineering has been done. Also, the estimates were done in 2008. During the review and discussion of pages 6 -8, Commission Leita asked if right -of -ways are being preserved as development occurs. Mr. Redifer replied with "a qualified yes." He said that is one of the core reasons for the need to adopt the West Valley Neighborhood Plan (VVVNP), and that a document adopted by both jurisdictions would help preserve the corridors. A lengthy discussion of various City and County revenue sources ensued (pages 9 -20). Mr. Redifer ® completed the review of the document with a list of four new construction scenarios (page 21), and suggested if there is an interest in exploring the fourth option (All New Construction in County w/Timed Annexations), "we need to do some more work." Mr. Leita spoke of incentive and disincentive zones for planned development and encouraged a higher level of joint planning activity for greater efficiency. Review policy for sewer extensions: Mr. Leita said the County's view is to maintain the status quo of the existing 4 -party agreement as discussion begins regarding amendments or the need for amendments. He continued, saying that some of the actions being contemplated by the City would change the 4 -party agreement, and that he encourages a delay until after a 4 -party draft is accomplished. His understanding is that if the City proceeds now, it changes the 4 -party agreement and the County would have to take a course of action regarding the potential for refusal of sewer service. He said the. County is trying to give notice of what their response might be if the Resolution were passed as is, and that the 4 -party agreement would need to be amended. Dick Zais replied that the City does not want to create a problem with the 4 -party agreement, perceived or otherwise, and said the Resolution needs to be reviewed to be sure that it addresses the actions Council wants to take to move forward. He emphasized that the question of "can we serve" is a concern; whether or not the language is in the Resolution. Mr. Zais continued; saying that it is possible for the City to come back with another set of options working with what Mr. Redifer presented with respect to a delayed annexation framework; however, the frontage improvement piece has not been decided. Mr. Leita • asserted that the County has not made a final decision on frontage improvements, and that they are asking everyone to be open to change. Councilmember Coffey said that the City's concerns about service have been discussed previously, and asked if the County's concern was specific to the 4 -party agreement. Mr. Leita replied in part that the inability to provide service should not prohibit a sewer extension, and that services can be supplied by the County until . a timed annexation occurs. Mr. Zais indicated the City will consider revisions to the Resolution in accordance with the information presented by Mr. Redifer. Consideration of proposal to form a Yakima Urban Area Planning Advisory Committee: Mr. Leita discussed the idea with the Board of County Commissioners, and their opinion is that the Intergovernmental Committee is the best advisory committee. Ms. Coffey said the City is tending to agree with that assessment. Other Business: Pending annexations: Michael Morales reported that public hearings on the Ziegler Annexation -and the Shewmaker Annexation are scheduled for May 18, and the Washington Heights annexation is scheduled for a public hearing on June 1. Structure of the agenda and list of topics: Mr. Leita would appreciate a more structured agenda process. He suggested a discussion at the end of each meeting to determine the next agenda, and he wants to include a list of discussion topics. The next meeting of the Intergovernmental Committee will be Tuesday, May 25, 3:30 p.m. The agenda will include: • Recap of the May 18 4 -party meeting; • Discussion about the GMA Interlocal Agreement; • Set agenda for June 8.
