Council Budget Committee OECD Conference mom (2ndffoor) City 2faf Wednesday, April 28, 2009 8:40 - 9:40 a.m. Meeting Minutes Attendance: Council Members: Micah Cawley, Kathy Coffey, Bill Lover Staff: Dick Zais, Rita DeBord, Cindy Epperson, Robin Dukart Discussion: ➢ The Committee discussed possible funding options for Outside Agencies that are not mandated but receive funding through the General Government Funds. The CBC will recommend the four. (4) choices to the full City Council: • Maintain current practice (agency by agency review) • Establish a Grant Fund within the General government fund for allocation to outside agencies each year • Eliminate outside agency funding • Eliminate outside agency funding in 2011 ➢ It was determined that review of the Outside Agency Application Form and the Reporting Form be continued to a later date, if needed - based on full Council's decision regarding continued funding for Outside agencies. ➢ The Committee reviewed and accepted the modified P.O.G. chart: (1) the percentage of budget for each department to the total for the related Budget Priority were added to the Priorities of Government Chart and (2) FTE's were added to chart for prior years, and (3) 2009 numbers were updated to year -end actuals. ➢ The proposed potential furloughed positions were distributed to the Committee. There was some clarification required as the 5 day furlough fell slightly short of the approximate $300,000 needed and the 6 day was slightly higher: The Committee confirmed the necessity to allow the City Manager flexibility in evaluating and assessing each departmental need.
