Update on 201 South 8 Street: Archie Matthews reported that Mr. Perez is continuing to
make progress on the rehab, but that construction will not be complete before the one -year
deadline is reached in June. Mr. Matthews asked if the Committee would be in favor of a
six -month extension. The Committee moved to forward the request for an extension to the
City Council, with a full recommendation for approval.
Proposed CDBG investment: Michael Morales introduced John Finke from the National
Development Council (NDC). Mr. Finke gave a brief history of NDC, including the types of
projects they help with in general and the work they have done for the City of Yakima.
Mr. Morales spoke about the Section 108 Loan program and the City's current capacity to
loan money through that program. The NDC Grow America Fund — which would be called
the "NDC Grow Yakima Fund" if approved by Council, offers an opportunity to loan money .
to local businesses through the federal Small Business Administration (SBA) by leveraging
CDBG Economic_ Development funds. Mr. Finke and Mr. Morales explained how the
investment and loans would work, what would be expected of City staff, duties that would be
handled by NDC, and various compliance issues. The Committee forwarded the proposal
for a $200,000 CDBG contract with NDC to the full Council with a recommendation to
approve.
Marvin Gardens update: Mr. Matthews reported that three of the OIC homes are occupied,
four have applicants pending and three are under construction. Four of the Habitat for
Humanity homes are occupied and their fifth home is nearing completion.
NSP Properties update: Mr. Matthews reported that a "boarded up" home on South 8th
Street was purchased and is being rehabbed by ONDS staff and volunteers. A property
located on Voelker Avenue was purchased from HUD. The structure will be demolished and
the lot will be divided into two parcels. Two housing units will be constructed; most likely in
partnership with OIC and / or Habitat for Humanity.
Other business: Chairman Lover said he believed the Weed & Seed type of program that
was discussed at the April meeting would be a better fit for the Public Safety Committee.
Kathy Coffey noted that the "Weed & Seed" name was just used as a concept or approach.
Mr. Morales said that the revitalization part of the process can include ONDS activities such
as senior programs, down payment assistance and neighborhood cleanups. Mr. Lover
asked that the ONDS waiting list be mapped; maybe the map can identify a potential
emphasis area. Ms. Coffey emphasized that it will take an effort over and above the ONDS
effort, and that it will involve more work, more partners and additional funding. Dave Ettl
0 mentioned that the Season of Service volunteers are looking for projects. Ms. Coffey talked
briefly about the rollout of the Gang Free Initiative and the involvement of citizens from the
east side neighborhoods.
Other Business continued: Steve Luten from Habitat for Humanity spoke about a new
project they are considering at 1206 South 16 Avenue. There will be four or five lots for
houses. The Committee unanimously recommended that the project be forwarded to
Council with a recommendation to approve a contract in the amount of $150,000 for
property acquisition. In addition, Mr. Lover requested consideration from the Habitat for
Humanity Board of Directors for the addition of a garage for each house. If the Board
approves, the contract may include a specific amount for each garage to be built.
The next regularly scheduled meeting of the Council Neighborhood Development
Committee will be Wednesday, June 2, 2010, at 9:30 a.m.
