Bill Cook introduced Tom Fleming from the West Valley School District. Mr. Fleming talked about challenges the school district is facing in regard to transportation budgets. The school district may have to discontinue transporting children that live within one mile of a school, forcing more children to walk to school. He said sidewalks would become even more critical in that scenario. The school district would like to partner with the city and / or county to make improvements. Chairman Ensey asked Ms. Davenport what County staff is saying about sidewalks. Ms. Davenport stated that County staff doubts the Commissioners will adopt frontage improvements. She also referred to the upcoming low impact development standards and the ongoing infill development challenges. Discussion ensued regarding the possibility of both the City and Yakima County focusing on frontage improvements for arterials. The option of paying for improvements with a "sinking fund" 0 tied to density was discussed. Growth, annexation and sewer report overview: Dick Zais noted that annexation is included as a subject for the Council's standing meeting on April 20. Mr. Zais and Mr. Cook talked spoke briefly about the history of sewer service to Terrace Heights. Councilmember Coffey's earlier idea about community councils is being researched. Bruce Benson reported that three annexations are pending and will have public hearings within the next two months. These are annexations that Council is already aware of. He said there are approximately twenty Outside Utility Agreements still in effect. Review policy for sewer extensions: Current policy compared to 2009 Council direction: A resolution that would establish Council's policy for extending sewer service that was held over from the March 23 Council meeting was discussed. Comparative comments and notes were added to a copy of the resolution to help clarify the policy. Jeff Cutter spoke to Terry Austin on April 12, and Mr. Austin indicated during their discussion that he will prepare a letter regarding the County's understanding of how to deal with sewer service now that the Regional Planning Commission (RPC) is disbanded. Update on required interlocal agreement between Yakima County and City of Yakima for GMA implementation: Mr. Cutter explained that the interlocal agreement was initiated in 2000 and will expire November 2, 2010. If there is an intention to not renew, or if there are suggested changes, the County should be notified by May. 6. It gives the parties an opportunity to talk about the changes that have occurred and to consider new terminology. 0 He noted that there are pieces of the document that both parties want to refine. Discussion of Planning Commission Ordinance: The Council Rules Committee will meet • soon to answer the question of residency. Ms. Davenport advised that the City can continue to use the RPC until the end of May. The concept of continuing to use the RPC as an advisory committee was discussed. Background of four -party agreement (4PA) and amendments for wastewater service: Mr. Zais estimates negotiations for an extended or new agreement will take 18 months. Mr. Cutter's draft tolling agreement was sent to Yakima County. The agreement should go to the Terrace Heights Sewer District and the City of Union Gap also. Staff has been asked to give ideas for recommendations and amendments. The first issue of importance is the tolling agreement.
