All items listed with an asterisk ( *) are considered routine by the City Council and will
be enacted by one motion without discussion. A citizen may request Council to
remove an item from the Consent Agenda, and if approved, it will be considered in
its normal sequence on the agenda.

C. Resolution authorizing execution of a contract with Wardell Architects to
conduct a study to expand and update the Yakima Police Athletic League

D. Set date of public hearing for May 18, 2010 regarding 23 Avenue and Lincoln
Avenue pathway closure
7. Consideration of an Ordinance adding new section 2.20.160, "Temporary
Furloughs," to the Yakima Municipal Code Chapter 2.20, "Salaries" and declaring a
period of financial distress
8. Consideration of a Resolution authorizing execution of documents and agreements
pursuant to a 50% principle forgiveness loan offer from the Department of Ecology
State Revolving Fund totaling $1 million and for a loan application to the Washington
Public Works Trust Fund for $5 million
9. Consideration of a Resolution authorizing execution of an interlocal agreement with
the City of Union Gap for wastewater services

*13. Consideration of a resolution declaring surplus two Athey street sweepers and
authorizing the City Manager to dispose of these sweepers in a manner most
beneficial to the City of Yakima
*14. Consideration of a Resolution authorizing execution of documents and agreements
pursuant to a loan application to the Washington Public Works Trust Fund to drill an
automated meter reading system
*15. Set date of public hearing for May 18, 2010 to consider the Shewmaker Annexation

ORDINANCES
17. Recommendations from the Council Intergovernmental Committee and Rules and
Procedures Committee on ordinance amendments to various sections of the Yakima
® Municipal Code Title 1; Title 14; Title 15 and Title 16 to establish the City of Yakima
Planning Commission, replacing the Regional Planning Commission
18. Consideration of an Ordinance amending the 2010 Budget and making an
appropriation within the Parks and Recreation Capital Fund accepting contribution
revenue for development of a children's playground at Kiwanis Park (no action
required at this meeting; second reading scheduled 5 18 - 10)
*19. Consideration of an Ordinance adding June 19 and September 4, 2010 as an "Open
Cruising Event" on Yakima Avenue; and amending Section 9.25.020 of the City of
Yakima Municipal Code
20. Other Business
A. Set Date of Public Hearing for May 18, 2010, to consider a law enforcement
grant application with the Department of Justice and to authorize
corresponding interlocal agreement with Yakima County
21. Adjourn to May 11, 2010 at 8:00 a.m. in the City Council Chambers for a study
session on the,Gang Free Initiative
