A RESOLUTION accepting the Passenger Facility Charge revenues from U.S. Department
of Transportation.
WHEREAS, the City of Yakima (City) owns and operates an airport and airport
facilities known as the Yakima Air Terminal-McAllister Field; and
WHEREAS, the City of Yakima has notified the Federal Aviation Administration of its
intent to assess and collect Passenger Facility Charges authorized pursuant to 49 U.S.C.
§40177 and 14 Code of Federal Regulations, Part 158 (City of Yakima Application No. PFC-
23-21-C-00-YKM); and
WHEREAS, pursuant to the City application, federal statute and regulations
referenced above, the revenues from the Passenger Facility Charges, up to a maximum of
$817,555.00, can be allocated and used by the City for the financing and construction of
capital improvements and as the City's share of matching funds for construction of capital
improvements to the Yakima Air Terminal-McAllister Field and its facilities; and
WHEREAS, the airport held an airline consultation meeting on October 20th, 2023 to
review the Capital Improvement Projects and highlighted the need to collect and use
Passenger Facility Charge funds in order to complete the planned Capital Improvement
Projects and the airlines approved the collection of such funds; and
WHEREAS, the City Council finds and determines that such funds should be
authorized, collected and used for such uses as stated in City of Yakima Application No. PFC-
23-21-C-00-YKM, and that the City Manager should be authorized to prepare, execute,
submit and administer any and all applications and documents necessary or appropriate to
receive and use such funds for such purposes; and
WHEREAS, the City Council finds and determines that such approval and
authorization serve the best interests of maintaining the vitality of the Yakima Air Terminal-
McAllister Field as an important City asset, as well as promoting the general health, safety
and welfare of the City's residents and those utilizing the Airport; now, therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
1. The City Council hereby authorizes the receipt and use of funds in the maximum amount
of$817,555 Dollars, or such other amount as may become available from the Passenger Facility
Charges authorized pursuant to City of Yakima Application No. PFC-23-21-C-00-YKM and
applicable federal laws and regulations, to be used as appropriate by the City of Yakima as a
direct source of funding, as well as for City required matching funds, in support of financing
programs and grants for designated capital improvement projects for the Yakima Air Terminal-
McAllister Field and its
facilities.
2. The City Manager is hereby authorized to prepare, execute, submit and administer
applications and documents necessary or appropriate to secure the funding authorized pursuant
to Section 1 above, and to secure financing funds and grants using such funds as appropriate
for City required matching funds for capital improvement projects for the Yakima Air Terminal-
McAllister Field and its facilities.

A federal agency may not conduct or sponsor, and a person is not required to respond to, nor
shall a person be subject to a penalty for failure to comply with a collection of information
subject to the requirements of the Paperwork Reduction Act unless that collection of information
displays a currently valid OMB Control Number. The OMB Control Number for this information

of Passenger Facility Charge (PFC) Application, Form 5500-1
1. Application Type (Check all that apply)
a. Impose PFC Charges. Check this box when applying for authority to
impose.
b. Use PFC Revenues. Check this box when: (1) applying for authority to
use where the authority to impose a PFC has previously been approved or
(2) applying for authority to impose and authority to use concurrently.
c. Amend PFC No. Check this box when proposing to amend an approved
PFC. Enter the PFC number for the original application assigned by the
Federal Aviation Administration (FAA).

PART I — General
2. Public Agency Name, Address, and Contact Person. Enter the legal name
and full address of the public agency as well as the name of a person to contact
concerning the application. Do not list the name of the airport.
3. Airport(s) to Use. Enter the official name or location identifier (LOCID) of the
airport(s) at which a PFC financed project is proposed. List all airports where
PFCs are proposed for use in this application.
4. Consultation Dates
a. Date of Written Notice to Air Carriers. Enter the date the written notice
was provided to air carriers as required by 14 CFR Part 158,
section 158.23(a).
b. Date of Consultation Meeting with Air Carriers. Enter the date of the
consultation meeting as required by 14 CFR Part 158, section
158.23(a)(4).
c. Date of Public Notice. Enter the date of the public notice as required by
14 CFR Part 158, section 158.24.
PART II — Charges
5. Charges
a. Airport to Impose. Enter the official airport name at which the PFC is to
be imposed.
b. Level. Check the block(s) that reflect the PFC amount(s) to be imposed.
A public agency may request multiple PFC levels for projects within an
application.
c. Total Estimated PFC Revenue. Enter the total PFC revenue estimated to
be collected and/or used as a result of this application.
d. Proposed Effective Date. Enter the proposed charge effective date,
which is the date air carriers are expected to begin collecting this PFC.
For a use application, enter the date collections began for the impose
authority.
e. Estimated Expiration Date. Enter the proposed charge expiration date,
which is the date the public agency expects to have collected the total
amount, and thus, the air carriers are expected to cease collecting the
PFC. For a use application, enter the date collections for the application's
impose authority expire.

Subject Notice of Intent to submit an application to the Federal Aviation Administration(FAA)to collect and use
Passenger Facility Charges(PFC)for various projects at the Yakima Air Terminal-McAllister Field,and Notice
of Consultation Meeting.
In accordance with Federal Aviation Regulation(FAR), 14 CFR Part 158 23,the Yakima Air Terminal-McAllister Field is
obligated to inform in writing,the air carriers operating at Yakima of its intent to submit an application to the FAA for authority to

Consultation Meeting
In accordance with 158.23(a)(4), the airport will hold an Air Carrier Consultation Meeting at 9 00am, October 20th, 2023 at the
Airport Administration Office, 2406 West Washington Ave, Suite B, Yakima,WA 98903. If any additional project information
presents itself, it will be available at that time By utilizing the PFC's funds we will be able to study,design, engineer, and
build/expand the Airport's Terminal Facility in order to ensure and secure the airport's continued airline future passenger
growth Additionally, these funds will allow the airport to build a Terminal Facility that will be fully integrated to accommodate
future electric aviation travel and have the ability to expand its footprint if needed. Finally, by utilizing the PFC funds we will be
able to complete these needed projects in a timely manner

ITEM TITLE: Resolution accepting the Passenger Facility Charge revenues from
U.S. Department of Transportation

SUMMARY EXPLANATION:
The Yakima Air Terminal- McAllister Field has notified the Federal Aviation Administration of its
intent to assess and collect Passenger Facility Charges authorized pursuant to 49 U.S.C.
§40177 and 14 Code of Federal Regulations, Part 158 (City of Yakima Application No. PFC-
23-21-C-00-YKM). The airport held an airline consultation meeting on October 20th, 2023, to
review the Capital Improvement Projects and highlighted the need to collect and use
Passenger Facility Charge funds in order to complete the planned Capital Improvement
Projects and the airlines approved the collection of such funds.
