R-2023-161 A RESOLUTION amending FAA Grant 3-53-0089-047-2021 for Capital Improvement Project at the Yakima Air Terminal-McAllister Field. WHEREAS, the City owns and operates the Yakima Air Terminal-McAllister Field ("YKM") and WHEREAS, the Federal Aviation Administration makes federal grants available to airports to maintain and improve airport facilities; and WHEREAS, the Yakima Air Terminal-McAllister Field was awarded grant funds to complete a capital improvement project rehabilitating the airport's East General Aviation Apron, together with removal and replacement of approximately 30,000 square yards of asphalt; associated drainage, tiedowns, pavement markings and apron lighting; and WHEREAS, the initial grant fund amount was $2,261,362.00 for the project, but during construction two change orders affected the overall project costs to increase said costs; and WHEREAS, the City requested a grant amendment for the additional costs and was awarded One Hundred Twenty-Five Thousand Nine Hundred Thirty-One ($125,931.00) dollars in additional grant funding from the Federal Aviation Administration; and WHEREAS, the grant funds will be applied to closeout AIP Project 3-53-0089-047-2021, Capital Improvement Project at the Yakima Air Terminal-McAllister Field; and WHEREAS, the City Council finds it to be in the best interest of the City and its residents to accept the additional grant funds made available to the City in the amount of $125,931.00 from the Federal Aviation Administration; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized and directed to execute the Grant Amendment Agreement Between the Federal Aviation Administration and The City of Yakima, Washington, attached hereto and incorporated herein by this reference. The grant provided funding for apron rehabilitation, which included demolition, new pavement, apron lighting, electrical cabling/conduit, storm drain pipe replacement, pavement marking removal, and new pavement markings. During construction,there were two change orders, and one engineering services agreement supplement. A summary of changes that affected the overall project costs are as follows: • Change Order#1: Additional electrical conduit and conductors were required because existing conduit/circuits were not routed exactly as expected, which increased costs by$13,212.60. • Change Order#2: Revisions to tiedown layouts were required to avoid a concrete electrical duct bank, which increased the number of days allocated for construction, but did not increase contractor construction costs. • Engineering Services Agreement Supplement: A supplement to engineering services was necessary to account for additional construction days, additional geotechnical testing, and additional coordination/delays in completing punch list items. This supplement increased construction costs by$29,982.13. • Differences in Bid Item Quantities: Final constructed quantities varied significantly compared to design estimates for several bid items. Variations were mostly attributed to FAA specification permitted tolerances in material thicknesses and areas of existing pavement that was thicker than anticipated based on available information during design. These variations increased the construction costs by$96,728.64. The original grant amount was issued in the amount of$2,261,362.00. The revised total project cost eligible for FAA funding is $2,401,286.29 which equates to a 6.2% increase in construction costs. The original grant was funded at 100% FAA participation.
