LETTER OF AGREEMENT
EFFECTIVE: December 15, 2023
SUBJECT: Procedures for Opening and Closing Runways
1. PURPOSE: To establish standard procedures for opening and closing the runways.
2. CANCELLATION: Letter of Agreement, same subject, dated December 12, 2012 is
cancelled.
3. SCOPE: The procedures outlined herein establish the authority, responsibility, and
procedures to be used in the process of opening and closing the runways between Yakima FAA
Contract Tower(YKM FCT)and Yakima Air Terminal—McAllister Field (Airport
Management).
4. RESPONSIBILITIES: Each party to this agreement is responsible for compliance by
personnel under their authority with the provisions contained herein. Training, both initial and
recurrent, of involved personnel is also the responsibility of the signatories.
5. PROCEDURES:
NOTE: Only Airport Management can close or open a runway.
a. Yakima Airport Management must:
(1) Contact YKM FCT on frequency 121.9/133.25, or pre-coordinate via telephone, and
indicate the need to close a runway. The request must indicate the reason and an estimate
of how long the runway will remain closed.
(2) Coordinate with the YKM FCT Air Traffic Manager regarding extended airport
construction projects and measures to be taken in order to mitigate safety risks.
(3) Inform YKM FCT if approved barricades or runway closure "X"s will be utilized.
(4) Issue a NOTAM for extended closures.
b. YKM FCT must:
(1) Coordinate with Airport Management regarding runway opening or closing.
(2) Utilize the Opening and Closing Runway Checklist located with the Reportable
Events Checklists in the CIC Binder.
(3) Coordinate which portions of a closed runway can be used for crossings and taxiing
and the measures taken to mitigate safety risk.
(4) Update the ATIS broadcast as soon as possible to reflect current runway conditions.
