HomeMy WebLinkAbout11/17/2009 20 Budget Amendment for Criminal Justice Expenses Supported by the Byrne Memorial JAG • BUSINESS OF THE CITY COUNCIL YAKIMA, WASHINGTON AGENDA STATEMENT • / - 1 Item No. For Meeting of: November 17, 2009 ITEM TITLE: An Ordinance Amending the 2009 Budget in the 152 — Police Grants Fund for Criminal Justice Expenditures Supported by the 2009 Byme Justice Assistance Grant (JAG) for a'Local Law Enforcement Program SUBMITTED BY: Kelly Rosenow, Deputy Police Chief Cindy Epperson, Deputy Director of Accounting. & Budgeting CONTACT PERSON/TELEPHONE: Kelly Rosenow, 575-6200 SUMMARY EXPLANATION: The City. of Yakima, in coordination with the Cities of Union Gap, Wapato, Toppenish, Sunnyside and Grandview, and with Yakima County, has applied for and been awarded the 2009 Edward Byme Memorial Justice Assistance Grant. The City of Yakima has been identified as the lead agency in administering this grant to the disparate agencies also included in the award. A Memorandum of Understanding has been completed between the agencies to formalize the City of Yakima as the lead/administering agency. Funds from this grant will be used to support youth crime/graffiti suppression and technology updates. The total amount of this award is $534,191 to be allocated to all participating agencies, as follows: City of Yakima $331,066 Yakima County $82,880 City of Grandview $10,417 City of Sunnyside $26,721 City of Toppenish $38,949 City of Union Gap $18,569 City of Wapato $25,589 - - The attached appropriation includes the entire grant amount, as some agencies may choose to expend their entire grant allocation in 2009. Any amounts unspent at the end of 2009 will be carried-forward into the 2010 budget Resolution Ordinance X Other (Specify) Schedule 1 Funding Source: Justice Assistance Grant in the Police Grant Fund - 152 Approved for Submittal: City Manager STAFF RECOMMENDATION: Read Ordinance by title only at the November 17, 2009 meeting. Pass Ordinance after second reading at the December 1, 2009 meeting. BOARD/COMMISSION RECOMMENDATION: COUNCIL ACTION: ORDINANCE NO. 2009- AN ORDINANCE amending the 2009 budget for the City of Yakima; and making appropriations of $534,191 within the 152 — Police Grants Fund for expenditure during 2009 to provide for grant supported crime prevention programs in multiple jurisdictions. WHEREAS, the City of Yakima has been awarded an Edward Byme Memorial Justice Assistance Grant (JAG) by the U.S. Department of Justice that will provide for regional grant supported crime prevention programs, and WHEREAS, the City of Yakima has entered into Interlocal Agreements with Yakima County; and the Cities of Grandview, Sunnyside, Toppenish, Union Gap, and Wapato which provide that the City of Yakima shall act as lead agency for administering this multi-jurisdictional grant, and WHEREAS, the amount of $534,191 must be appropriated within the 152 — Police Grants Fund for expenditure during 2009 to provide for grant supported crime prevention programs in multiple jurisdictions, and WHEREAS, at the time of the adoption of the 2009 budget it could not reasonably have been foreseen that the appropriation provided for by this ordinance would be required; and the City Council declares that an emergency exists of the type contemplated by RCW 35.33.091 and that it is in the best interests of the City to make the appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1: 'The amount of $534,191 is hereby appropriated from the Unappropriated Fund Balance in the 152 — Police Grants Fund to the following accounts as a 2009 appropriation: Resources: Byrne Memorial JAG Grant-----152-152-117-0000-33911-68J - $534,191 Expenditures: Small Tools and Minor Equip. 152-152-117-0000-52130-350 $35,000 Educational Supplies 152-152-117-0000-52130-311 $44,066 Professional Services 152-152-117-0000-52130-410 $204,000 Miscellaneous/Other 152-152-117-0000-52130-491 $48,000 Pass thru-Yakima County 152-152-117-0000-52130-52C $82,880 Pass thru-Grandview 152-152-117-0000-52130-52G $10,417 Pass thru-Sunnyside 152-152-117-0000-52130-52S $26,721 Pass thru-Toppenish 152-152-117-0000-52130-52T $38,949 Pass thru — Union Gap 152-152-117-0000-52130-52U $18,569 Pass thru — Wapato 152-152-117-0000-52130-52W $25,589 Total Expenditures $534,191 Cje Police JAG Approp Ord 09.doc 11/12/2009 Section 2: This ordinance is one making an appropriation and shall take effect immediately upon its passage, approval and publication as provided by law and by the City Charter.
