Director of Community Development CONTACT PERSON/TELEPHONE: Michael Morales /575 -3533 SUMMARY EXPLANATION: Staff respectfully requests City Council deliberation and action on the City's 2009 Legislative request for continuing the mufti-year Downtown Yakima Futures Initiative (DYFI) project. The initial request in 2005 described an $18 million capital project including pedestrian and ID streetscape improvements, Front Street restoration and brick re- surfacing, the Capital Theatre, Kiwanis Ball Park, and linkages to the Yakima Greenway. Some $14 million dollars have been invested into public projects over the last 4 years stimulating and complimenting an additional $53 million in subsequent private investment. (continued...) Resolution _ Ordinance _ Contract _ Other (Specify) Funding Source_ APPROVED FOR SUBMITTAL: - 111 City Manager STAFF RECOMMENDATION: Staff respectfully recommends that City Council endorse this or an amended proposal in order for the timely preparation of legislative request documents and scheduling of possible appointments in the Olympia as the 2009 session draws near. BOARD /COMMISSION RECOMMENDATION: The Council DYFI Committee voted to bring the 2009 Legislative Request for $6.4 million to the full Council for their discussion and endorsement. CDY, the Visitors and Convention Bureau, and the PFD Board have all endorsed the proposed 2009 Legislative request. COUNCIL ACTION: Varied sources of funding have emerged to accomplish the public projects so far; including• State Capital Budget and Transportation funding, TIB funding, a Federal EDI grant, City bond funding, REET revenues and City utility support. The Capital Theatre "s access to the Performing Arts PFD sales tax credit relieves the overall funding need from this legislative request. A larger Business Improvement District was just recently created at the request of a majority of the business and property owners to fund adequate operation and maintenance of the newly improved downtown area. The Council D YFI Committee is recommending to the full Council a 2009 funding request of $6.4 million. This consists of $3.6 million for continued streetscape and pedestrian improvements on approximately 12 block face pairs; and $2.8 million for near term improvements identified by the Visitors and Convention Bureau for the Convention Center. Attached is a more full description of the project elements for Phase 4. The Committee For Downtown Yakima endorsed this funding request at their September 3, 2008 board meeting. The Visitors and Convention Bureau and Public Facilities District Board voted to endorse this funding request also at their September 24, 2008 joint meeting. Staff will prepare letters to our legislative representatives, candidates and governor describing the City's 2009 Legislative request. It should be noted that the request does not narrowly identify one funding source for the overall request; such as the State Capital Budget. Our legislators should be given the latitude to explore any number of funding sources at the state level; and certainly any support will be greatly appreciated. The Governor's Budget is submitted to the legislature in early December so there is adequate time to prepare proper documentation. • • City of Yakima 2009 Legislative Request DESCRIPTION AMOUNT Phase 4 DYFI Pedestrian Improvements: $3.6 million Improvements to 12 block face pairs continuing the downtown core connectors with improved walking surfaces where needed, pedestrian level lighting, trees, crosswalk enhancements, ADA accommodations along walking route, and other streetscape amenities. "A" Street would be improved from 1 Street to 6' Street and from 8th Street to 10 Street. 10 Street would be improved from "A" Street to Lincoln, and Lincoln on the north side from 10 Street to the entrance of the Fairfield Inn with possible amenities continued to the I -82 off ramp intersection on Fair Avenue. Additional pedestrian ways would be included to complete the original concept of pedestrian improvements on 4th Street to the Transit Center, east side of Naches Avenue from Yakima to "A" Street, and Chestnut from 2 to 4 Streets. Additional amenities for the • Naches Parkway from Yakima Avenue to "A" Street would be included. A cost estimate of $300,000/block face pair is used. Convention Center Near Term Improvements: $2.8 million The signature element of this project is the creation of a pedestrian plaza in a newly created curve to 8th Street between "A" and Yakima Avenue. While 8th Street remains open to 2 -way traffic, it may be closed for certain events. The asphalt surface of 8 Street is replaced with a cobbled pavement. Outdoor seating and event areas are created in the well lit pedestrian plaza with appropriate amenities and landscaping. Signage and way - fairing aides are proposed in this project element both inside and outside of the Convention Center. To accommodate the outside elements of the proposal, a loss of 52 parking spaces is projected near the campus. TOTAL: The sources of funding are not anticipated $6.4 million to be limited to any single State funding program.
