HomeMy WebLinkAbout10/07/2008 03C-3 Citizen Service Request Response RE: Bicyclists on Downtown Sidewalks �C -3 0 COUNCIL INFORMATION MEMORANDUM TO: Mayor and Members of the City Council Dick Zais, City Manager FROM: Chris Waarvick, Director of Public Works Joan Davenport, Supervising Traffic Engineer DATE: September 24, 2008 SUBJECT: Bicycles on CBD Sidewalks Comment at September 16 City Council Meeting At the September 16, 2008 City Council meeting Audience Participation session, Mr. Don Meighan requested enforcement of the ordinance prohibiting bicycles and skateboards on downtown sidewalks. Response: The Yakima Municipal Code Section 6.75.040, "Prohibitions in Central Business District" prohibits the use of bicycles, skates, skateboards and other similar devices on the sidewalks within the Central Business District. The area included in this prohibition extends 410 from 6 Street to 6 Avenue and from Walnut Street to Lincoln Avenue. Violations of the ordinance constitute a civil infraction with a first offense fine of $95. There are only a few signs in the CBD to inform citizens of this ordinance. The Library has three privately manufactured signs on their building which only address the use of skateboards because of damage caused to their marble planters. Other signs are located at Santiago's and the Yakima Transit Center, at the request of those specific uses. In general, the downtown business owners have wanted to limit the number of regulatory signs. Staff recommends this issue be referred to the Yakima Downtown Association (YDA) for a comment and direction regarding signage and enforcement strategies. 9 Council Information — Traffic Questions from 7 -15 -08 Page 1 of 1
