Also attached is the current project listing developed by Sewer, Water, Streets, Traffic and Engineering for the coordination of current and most importantly, As planned or upcoming projects. The second document communicates each other's activities for lip developing assistance as necessary so we can time each others relative work schedules such that a street is not rebuilt or seal coated just prior to planned underground work on that same street. CAPITAL IMPROVEMENT PROJECTS DOWNTOWN FUTURES INITIATIVE PHASE 3: 1ST , 2ND AND 3RD STREETS, NACHES AVENUE This project is a continuation of the Yakima Downtown Futures Initiative and is funded with $1.96 million of state and local funds ($1 million from a CTED Loan and $960,000 of bond money savings from Phase 2). The limits of this new project include: the east side of First Street from Yakima Ave. to 'A' St.; both sides of Second St. from Yakima to Chestnut; both sides of Third St. from Yakima to 'A' St.; and the west side of Naches Ave. from Yakima Ave. to 'A' Street. Project construction will include new sidewalk, pedestrian street lighting (historic style, 13 foot tall lights with dual planter arms), trees, tree lighting, an automatic irrigation system, wheelchair ramps and new curbing as needed. The Engineering Division will perform the design and construction engineering along with liaison functions with merchants, businesses & property owners. Consultants will assist with survey, design layout and electrical engineering. Bids were opened on July 1St. KRCI, LLC was the low bidder with an estimate o $1,509,825. Construction began on July 30th and is scheduled for completion just before Thanksgiving. ♦ Project completion date: 4th Quarter FY2008. RIVER ROAD RECONSTRUCTION AND WIDENING PROJECT, 16TH AVENUE TO FRUITVALE BLVD., SIGNALIZATION at 16th & RIVER ROAD; NEW SEWER TRUNK FROM 6m AVENUE TO FRUITVALE BLVD. Project includes a new 3 lane roadway with wide outside lanes to accommodate the heavy percent of truck traffic along with encouraging use by bicyclists. Work also includes new curb, gutter, sidewalks and street lighting. Sewer work includes a 27" trunk line to the western end of the project. Funding sources include Transportation Improvement Board (TIB), Gas Tax revenue, Public Works Trust Fund (PWTF) and REET Funds for local match. ♦ Project completion date: 3rd Quarter FY2008 WASHINGTON AVENUE - BNSF CROSSING UPGRADE This project consists of upgrading the signals and installing new concrete crossing pads. Work is to be completed by BNSF and was on their schedule for early 2007. BNSF was been given Notice to Proceed on 3/23/07. BNSF then sent us an estimate to complete the work, and the funds that we had received from WSDOT were not enough. BNSF is modifying their design to fit the amount of available funding. ♦ Project completion date: 3rd Quarter FY2009 RAILROAD GRADE SEPARATION; LINCOLN AVENUE AND MARTIN LUTHER KING TR. BLVD., ('B'ST.) 1ST STREET TO VT AVENUE. This project consists of building underpasses on Lincoln Avenue and Martin Luther King Jr. Boulevard under the existing railroad. Front Street will be reconstructed to pass over Lincoln Avenue and Martin Luther King Jr. Boulevard. The FONSI has been signed for the Environmental Assessment of the project and notification has been published. Adoption of * NEPA as our SEPA is completed. Phase 1 of this project that relocated utilities was completed in the fall of 2007. Final design of Phase 2, which will construct the Lincoln Avenue underpass, is 95% complete, and we are in the process of acquiring right - of -way having made recent progress with BNSF. We anticipate an early 2009 advertisement date for the Lincoln Avenue Underpass, with construction beginning in April or May. The MLK underpass is partially funded; however, we anticipate getting the remaining funds and going out to bid- in early 2010, with construction beginning once the Lincoln Avenue Underpass is complete. ♦ Projected completion date for Lincoln Ave. Underpass: 3rd Quarter FY2010. 2 EAST NOB HILL BLVD. & FAIR AVENUE INTERSECTION RECONSTRUCTION Design for the complete intersection project has been funded by federal STP funds. The full project will consist of widening the intersection and installing a new mast -arm signal. The southeast corner frontage improvements were constructed as part of the Fiesta Foods development, using SIED and REET 2 monies for a portion of the cost. • Project design completion date: 1St Quarter FY2009. YAKIMA VALLEY TROLLEY BARN & MUSEUM PRESERVATION The City purchased the historic Yakima Valley Transportation company trolley repair barn and substation on January 31, 2008. Emergency repairs to the internal crane railing were designed, but the bid received to make the repairs was four times the Engineer's Estimate. Plans to repair the west masonry wall, along with the internal crane system are now being designed. Other rehabilitation to repair and upgrade the barn include masonry repairs and installation of fire and smoke alarms in the substation and the barn. Depending on funds, the scope includes restoring portions of the 6 -mile track and overhead wire system that were not previously done as parts of other projects. • ♦ Project completion date: 3 Quarter FY2009. WILLIAM O. DOUGLAS MAIL, 6Th AVENUE & BRIDGE DECK CROSSING This State Enhancement Grant project will construct a 10 -foot wide asphalt pathway along the Westside of 6th Avenue from Hathaway to tie into the Greenway (0.8 miles long). This new pathway will connect the Fruitvale Boulevard area to the Greenway path at the Naches River and will also provide a pedestrian/bike linkage to the Riverpointe Landing Development. New pathway construction is fully funded with federal grant monies. Originally, this project included constructing a pathway across the Trolley Bridge over the Naches River; however, the City's deviation request to the Federal Highway Administration to construct a four -foot wide pathway with federal funds was not accepted due to narrow bridge clearances. For this reason, the City is investigating other approaches to using non - federal funds to construct a pathway across this bridge. ♦ Project completion date: 2 Quarter FY2009. 3 WILLIAM O. DOUGLAS TRAIL BRIDGE RESTORATION AND TRAILHEADS This purpose of the State Enhancement Grant project was to restore the YVT Naches River Bridge including cleaning, rust removal and painting, along with filling in trail gaps by acquiring right -of -way adjacent to nineteen private parcels and to add interpretive signing. The right of way plans detailing the needed property acquisition for the pedestrian /bike pathway have been approved by WSDOT and right of way acquisition will begin soon. A bridge inspection report done by Sargent Engineers, Inc. estimated that the cost to clean and paint the bridge would be $1.5 million to $2 million. However, other engineering estimates put the cost to clean and paint the bridge at $300,000. We are developing the Plans, Specification and Estimates to do this work and will go out to ad early in 2009. ♦ Project completion date: 3 Quarter FY2009. 85TH AVENUE AND KAIL DRIVE SEWER LOCAL IMPROVEMENT DISTRICT (LID) This LID project consists of installing a sewerline and side sewers to 26 parcels. Council formed this LID through the hearing process. We ran into some problems when a couple of property owners would not allow easements across their properties. We are finalizing design changes to utilize easements that are in place. We anticipate bids will be solicited in November with construction to begin in December or January. ♦ Project completion date: 2 Quarter FY2009. PUBLIC WORKS PARKING LOT RECONSTRUCTION PROTECT This project is proposed to replace and restore the subgrade and pavement at the Public • Works Complex by the end of 2009. Baer Testing has run initial evaluations of the site showing the degradation of the base and asphalt. The Engineering Division is using this information to create a plan of implementing reconstruction measures over the entire complex in conjunction with Public Works personnel to minimize and coordinate disruption at the complex. Of the 379,000 square feet of asphalt, it has been determined that 300,000 square feet of subgrade and asphalt needs to be replaced. Renewal or upgrades of utility services to the complex will be reconstructed or added prior to reconstruction in this initial phase. Approximately two- thirds of the area will be reconstructed in 2008 with the remainder of the project to be completed next year. The 2007 budget policy identified the need of $1,000,000 to complete the three -year program along with six identified funding sources. $300,000+ was budgeted in each year from 2007 through 2009. The current project reconstructs the first two phases of the Public Works Yard and completion is anticipated by the end of the year. • Project completion date: 3 Quarter FY2009. 4 SIMPSON LANE, 13TH, 14TH and 15TH STREETS - SEWER LOCAL IMPROVEMENT DISTRICT (LID) This LID project consists of installing a sewerline and side sewers to 85 parcels. Council formed this LID through the hearing process. The required survey work has been completed and design has begun. We anticipate bids will be solicited in November with construction beginning in December or January and continuing through the winter. ♦ Project completion date: 2nd Quarter 2009. 16TH AVENUE ROADWAY REALIGNMENT, EAST END OF AIRPORT This project is funded by FAA monies and a SIED loan. The project consists of relocating 16th Avenue easterly to be outside of the runway safety area (RSA) of the Yakima Airport. The design proposal.is for a 2 -lane roadway in this vicinity along with a new bridge over Bachelor Creek. This project is being designed by the engineering firm of Huibregtse, Louman Associates, Inc. The roadway will be designed such that it intersects with the Valley Mall Boulevard Project in the vicinity of 12th Avenue. The consultants are working on the environmental approvals. • Project completion date: 4th Quarter 2009. WEST NOB HILL BLVD., 50th AVENUE TO 68th AVENUE This is likely to be an upcoming project tied with the Wal -Mart development. Details of the project have yet to be determined for the public portion of this project. The City applied for a TIB grant at the end of August. ♦ Project completion date: To Be Determined. COOLIDGE AVENUE, 80th AVENUE to 88th AVENUE This roadway has been annexed into the City of Yakima and is likely to be an upcoming roadway construction project. Yakima County had received developer contributions in the amount of $213,388 along with a $150,000 Corridor Mitigation Air Quality (CMAQ) grant for this corridor and these funds are now available to the City. The City has also received another CMAQ grant totaling $389,700 Surveying has been completed and - Design has begun. Construction will include a paved road, rolled curb and lighting; sanitary sewer needs will be addressed prior to design completion. Sidewalks will be completed at the time of adjacent property development at the developers' expense. • Project completion date: 3rd Quarter 2009. 5 RD • SOUTH 3 AVENUE, MEAD AVENUE TO CHESTNUT STREET This project consists of grinding 3 inches of asphalt off of the existing asphalt roadway, placing a reflective crack barrier and repaving with new asphalt cement concrete along with new vinyl lane striping. Wheelchair ramps in the sidewalk along the project limits will be updated or added as necessary. As the project area is on a Principal Arterial the grinding of the pavement and the placement of asphalt mostly began after 6:00 p.m. and continued through the night. While daytime traffic also received interruptions and lane restrictions at times, performing most of the work during the night timeframe was very beneficial to the safety of the public and lessened overall traffic impacts. This project and the Nob Hill Grind and Overlay were bid together. Granite Northwest was the low bidder and began construction in September. Construction is 99% complete. ♦ Projected completion date: 4th Quarter FY2008. NOB HILL BLVD., 4TH AVENUE TO 24TH AVENUE This project consists of grinding 3 inches of asphalt from the eastbound and westbound inside lanes of the existing asphalt roadway, placing a reflective crack barrier and repaving with new asphalt cement concrete along with new vinyl lane striping. TIETON DRIVE PEDESTRIAN PROTECT, 16th AVENUE TO 24th AVENUE This project consists of removing and replacing old and cracked sidewalk along the north side of Tieton Drive with the placement of new wheelchair ramps or replacement of deficient wheelchair ramps for the project length. Funding also includes $30,000 for the Yakima Police Department to release public service announcements, material on crosswalk laws, increased emphasis patrols and a pedestrian safety sting operation. Funding is a $192,000 grant from the Washington State Pedestrian/ Bicyclist Safety Program. Scott's Excavating was the low bidder and started construction in October. (As bids came in way under budget, we have asked the funding agency to allow similar removal and replacement work to include up to 27th Avenue.) ♦ Projected completion date: 4th Quarter FY2008. 6 • SOUTH 16m AVENUE & WASHINGTON AVENUE INTERSECTION This project consists of widening and realigning the intersection to meet the new alignment and construction of Valley Mall Boulevard. Work includes survey, preliminary design, right -of -way determination, purchase of appropriate right -of -way, completion of design followed by bidding and construction. Design will be completed this winter and the project will go . out to ad in the first quarter of 2009. Construction will be completed in 2009. Funding of $1.1 Million is through a Transportation Improvement Board (TIB) grant with local match of $300,000 from REET 2 funds. ♦ Projected completion date: 4th Quarter FY2009. 6TH AVENUE, RIVER ROAD NORTH 650 FEET f This project consists of reconstructing this section of roadway for the Jeld -Wen Development. This project received a 50/50 SIED Loan /Grant of $200,000 plus an additional $62,000 from Jeld -Wen. We anticipate a late winter advertisement date, with construction beginning in the spring. ♦ Projected completion date: 3rd Quarter FY2009. 0 PEDESTRIAN CROSSINGS: 16m & BONNIE DOON; 4TH ST. & LINCOLN AVENUE; 1St STREET AND 'N' STREET; AND, 16TH AVENUE AND HATHAWAY This project consists of constructing pedestrian crossing signals at South 16th Avenue & Bonnie Doone, 4th Street and Martin Luther King, Jr. Boulevard, 1st Street and 'N' Street, and 16th Avenue and Hathaway. All four crossings will be pedestrian activated, with the signal at 4th Street and MLK using fully -flush in- roadway warning lighting fixtures. The three overhead pedestrian crossings will count down the time remaining for pedestrians to cross the road. Bids were opened on August 13th, with Knobel's Electric submitting the low bid of $311,584.60. Construction started on ramps and sidewalks while weather is cooperative. Work will be suspended until signal pole delivery in December or January. Pole setting and wiring can be completed during the winter. Projected completion date: 4th Quarter FY2008. SUMMITVIEW & NORTH 66TH AVENUE This project consists of building a new traffic signal within the existing right -of -way that meets the existing roadway alignment. The initial phase of this work includes review of • A.M. and P.M. traffic usage and turning patterns. After review of traffic usage and reviewing signalization options, signal design will begin. Design will occur this fall/ winter and we anticipate a spring advertisement date with construction beginning mid year 2009. Funding of $350,000 is through a 2008 bond. (However, a 2009 budget • addition will add #330,000 for adding a left turn lane on Summitview. This will change the scope and project duration due to added right -of -way process.) • Projected completion date: 3rd Quarter FY2009. NOB HILL BLVD. OVERPASS REPAIR This project consists of making necessary maintenance repairs to the overpass structure through a public works project. In October 2007 HDR Engineers inspected the overpass. In their report HDR recommends correction of deficiencies found that include but are not limited to: repairing several of the concrete wall and column caps; injecting epoxy - grout into column cracks that were found in several columns; fiberglass wrap several columns; repair all bearing pads; clean, epoxy coat and epoxy grout exposed rebar; replace the joint membranes between bridge sections; and, repair the worst parts of damaged hand railings. HDR is currently designing the repair project and will prepare all bid documents for the project. The complete cost of the repairs is estimated at $1 Million. The 2008 approved budget includes $500,000 of REET 2 cash reserves to be used for this project. We submitted a grant request for this bridge repair project, and met with the grant coordinator. He thought that this bridge was a good candidate for the funds, and even recommended that we include a Latex Modified Concrete Overlay as part of the project. This would add close to another $1 million to the cost, but the grant funding, if we are successful, would pay for 100% of the construction. The grants will be awarded in January of next year, so we decided to delay construction to see if we can win the grant. Construction to repair this bridge will begin in the spring, whether or not we get a grant. If not successful in obtaining a grant, we would not overlay the bridge with latex modified concrete • Projected completion date: 3rd Quarter FY2009. SOUTH 28TH AVENUE, SOUTH OF WASHINGTON AVENUE This project consists of rebuilding a new two -lane roadway from Washington Avenue for approximately 300 feet adding curb, gutter and sidewalk in cooperation with the two adjacent businesses. General Electric received a SIED Loan /Grant and we will use the small works roster process to solicit public works bids for the roadway reconstruction and curb and sidewalk on the east side of 28th Avenue. Nolan Decoto will have a contractor install curbing and sidewalk on the west side. of 28th in conjunction with the construction of the east side of the road. Design is complete but bids are delayed waiting for private parties to coordinate their work. Construction should occur in 2009. Funding of $68,000 is from SIED and private sources. • Projected completion date: To Be Determined 8 OTHER TASKS SERVICE TO OTHER DIVISIONS Service to other divisions continues to be provided. Miscellaneous work has included: Sewer extension and restoration projects, legal descriptions for annexations and vacations; updating irrigation, water and sewer maintenance reference maps; surveying and mapping; miscellaneous assistance to Police, Planning, Streets, Airport, Public Works Divisions and Public Works facilities, Yakima Convention Center, Fire Department, including remodels and miscellaneous projects, and the Capitol Theatre for capital improvement projects; Purchasing Division, etcetera. We recently provided engineering assistance for: • Kiwanis Park Skateboard Park:. reviewed and modified design of skateboard park, created general specifications and bidding documents for the project. Construction began on this project in July and is very near completion. • Capitol Theatre Remodel: provide design and construction , oversight for this project. Consultant selection for GC /CM has been completed. • Several small drainage improvement projects. FY2007/8 PRIVATE PROTECTS Listing private developer projects shows the amount of private projects that are "on the books" and pending or under construction. These projects have all been approved and are either pending construction, under construction, started but not completed or recently completed. The Engineering Division continues to request apparent low bidders of public works contracts to document their efforts to achieve the City of Yakima's goal of 10% MBE, WBE or DBE participation goal prior to contract award. However, changes in state law due to the passage of Initiative 200 prohibit certain practices by contracting agencies (i.e. the City) for the award of public works projects such as requiring W/ M/ DBE subcontracting. While some contractors have voluntarily reported such information in the past, we have not received any such reporting this year. 10 0 Although we do not receive such information voluntarily, the City must still meet certain of these federal requirements and each contractor must comply with the Standard Specifications that are included on each City Public Works Contract. The City is responsible to: • Conduct pre- construction conferences during which EEO and City policies are discussed with the contractor. • Monitor on -site compliance with the EEO and City policies. • Ensure our contractors locate, qualify, and increase the skills of minority groups, women employees, and applicants for employment as required by City policies. • Ensure the preparation of required EEO and related reports. • 41/ , 11 10 Proj Proj.
