Subject: Response to Walt Ranta's request for immediate implementation of
Barge- Chestnut Neighborhood traffic calming plan.
As discussed in several meetings with the Barge- Chestnut Neighborhood's Traffic
Committee and most recently at the January 21, 2010 meeting of the Transit &
Transportation Planning committee meeting, implementation of the neighborhood traffic
calming plan is tied to the Yakima Valley Memorial Hospital's campus expansion and
"closed campus" plan. The traffic calming plan was developed around the proposed
campus plan because of how the "closed campus" plan may affect neighborhood traffic.
For that reason it was recommended by staff and concurred by the Council Committee
el that implementation of the neighborhood traffic calming plan be done in conjunction with
the implementation of the hospital's campus plan.
The Council Transportation and Transit Committee also determined that a public hearing
should be held prior to the implementation of the neighborhood traffic calming plan in
order to give citizen's that live outside the Barge- Chestnut Neighborhood a chance to
voice their concerns with the traffic calming plan.
There is a concern that there may be opposition to placing traffic calming devices on
32 Avenue which is a Neighborhood Collector and, as such, is intended to carry
through traffic. However, the entire plan will be up for discussion. The hearing is to be
held once the hospital campus plan has been finalized and approved. Gary Forrest,
chair of the Barge- Chestnut Neighborhood Association's Traffic Committee, attended the
Council Committee meeting and voiced no objections to the committee's decision.
The Memorial Hospital Campus Plan has been filed with the City of Yakima. The
applicant is currently preparing the Draft Environmental Impact Statement (DEIS) which
will be distributed very soon. The public hearing process will be scheduled in the near
future.
