MEMORANDUM

SUBJECT: 911 Comments — Charles Noel

We reviewed the comments that Mr. Noel made at the April 20 th Council meeting
regarding 911 and the failure to pass information to the responding officers with
the following results.
Assistant Communications Manager Brenda Cantu reviewed the calls to 911
from Mr. Noel that were made on April 20 in which Mr. Noel commented that he
had to repeat the information numerous times to the 911 call taker. In reviewing
the actual recording of that conversation Ms. Cantu found that the only
information that was asked for more than once was to confirm his name, address
and telephone number. This is according to our procedures as it is important that
this information be absolutely correct. Additionally, Mr. Noel commented that the
information was not being passed on to the responding officer because . he was
asked the same information when the officer arrived. We reviewed the call
takers entry into the computer system and find that all the information was
entered and available for the responding officer. Again, it is standard procedure
by the officers to confirm the information that was entered once they arrive on
scene and are able to communicate one -on -one with the reporting party. This
ensures that the information is correct and if there is any additional information
that may be gleaned through personal contact.
Ms Cantu then called Mr. Noel and reviewed the call with him explained what she
had found and why things were done the way they were. Mr. Noel was positive

that he had repeated himself more than the recording indicated which we find is
not an unusual perception of callers in the heat of the moment.
In addition I reviewed approximately fifteen additional calls made by Mr. Noel
since the first of the year and in all cases I found that our procedures were
followed, the correct information was entered into the computer system and that
the officers had responded to investigate the complaints.
While Mr. Noel's perception is that we needlessly ask some information to be
repeated and that this information is not available to the officer, this is in fact not
the case. Our procedures, and that of the police department, are in place to
ensure we provide the best possible service to the citizens while ensuring officer
safety.
Because of Mr. Noel's frequent calls to 911 regarding the activity in his
neighborhood, I have taken the liberty to pass this information on to the Yakima
Police Department Pro -Act unit to ensure they are aware of this activity and if not
already doing so, take some appropriate action.
