Agenda
1. Discussion re: Yakima Planning Commission structure
Planning Manager Joan Davenport briefly explained to the committee the residency
requirement language in the draft ordinance establishing the City of Yakima Planning
Commission. Council Member Kathy Coffey indicated that she was in favor of the
language requiring all commission members to be residents of Yakima.

Coffey suggested that an advisory committee, co
y gg ry consisting of the members of the
existing Yakima Urban Area Regional Planning Commission, could be formed in order
to provide historical background and other guidance to the City of Yakima Planning
Commission. Several potential options for such a committee were discussed by
various attendees of the meeting. Asst. City Manager Dave Zabell suggested that the
City /County Intergovernmental Committee could be assigned to consider establishing
an Yakima Urban Area Planning Advisory Committee. Both Coffey and Council
Member Micah Cawley agreed with Zabell's suggestion.
City Attorney Jeff Cutter provided clarification that state law requires planning
commission members to be appointed by the mayor and confirmed by the other City
Council members. The draft ordinance establishing the City of Yakima Planning
Commission reflects that requirement.
Committee Action: The committee reaffirmed an earlier full City Council decision to
include language in the ordinance establishing the City of Yakima Planning
Commission which makes city residency a requirement for all commission members.
The ordinance will be considered by the full City Council during its May 4, 2010 regular
business meeting.
The committee further directed staff to include discussion of a potential Yakima Urban
Area Planning Advisory Committee on an upcoming agenda of the City /County
Intergovernmental Committee.
2. Discussion re: proposed Council Community Meetings
Coffey briefly discussed the concept of Council "listening sessions" which would
provide the opportunity for less- formal interaction between Council members and
community members.
Cutter explained that such meetings would be considered "special" Council meetings
and as such would require proper notice be provided of the date, time, location, and
agenda topics of such meetings. There was general discussion by the committee and
staff about how to develop appropriate agenda topic titles so as to meet the objectives
of the "listening sessions" as well as to comply with state open meetings statutes.
Zabell suggested that the first half -hour of the event could include displays and
individual discussions with City staff members about ongoing projects, issues, etc.
Zabell suggested that the remaining hour - and -a -half of the event be devoted to
interaction between community members and Council members.
Committee Action: Cawley suggested and Coffey agreed that the "listening sessions"
be held on June 8, 9, and 10 with one taking place at the Harman Senior Center, one
at the Southeast Community Center, and one at the YPAL Center. The events will last
from 6:00 pm to 8:00 pm.
The meeting adjourned at 10:18 am

scheduled as follows:
- Tuesday, June 8th — YPAL Center
- Wednesday, June 9 — Southeast Community Center
- Thursday, June 10 — Harman Senior Center
