2009 State Legislative Agenda
Michael Morales distributed a draft agenda for the Committee's review and discussion. Neil
stated that the five page list is too long and broad. Michael said soon there will be a one -
page list of the city's highest priority items with the supporting information attached. Micah
said he would like to add "recording executive sessions" to the general government section.
Neil also asked that copies of the 2008 priorities be given to the full Council. Micah
requested that the committee review the list of priorities and to note their changes. This
item will be up for discussion before the full Council in the near future.
Discussion of proposal for contract with Almon Commercial Real Estate
The city recently submitted a request for proposal (RFP) seeking a contract for marketing of
surplus city property. Almon Commercial, Real Estate was the only company that responded
to the request. Under Almon's proposal, they would receive the standard 7% commission
for the sale of surplus city -owned commercial property. The Committee gave their approval
• to forward the contract for full Council consideration.
Continued discussion about public service announcements (PSAs)
Randy Beehler reported on discussions that he had with two local advertising entities. He
was able to get some broad numbers for both entities, but thinks that a formal proposal from
the city could bring better prices. Micah reiterated that the city could and should do a better
job of advertising and promoting changes in policies and procedures, and he would like the
Council to embrace that idea. Rick Ensey asked how we would track tangible benefits. Neil
McClure stated that we should know up front how to measure the performance, and agreed
that we need to reach a broader scope of the community on a larger number of issues.
Micah added that it doesn't necessarily take on on -going contract; it could be sporadic, on
an as needed basis. Micah will put this idea in the form of a policy issue for Council
discussion.
The Central Washington Home Builder's Association extended an invitation to the
Committee to attend a Paladin permitting system demonstration. The demonstration will
occur on November 20, at 11:30 a.m., at the CWHBA office on West Nob Hill Blvd.
If necessary, the next regularly scheduled meeting of the Council Economic Development
Committee is December 3, 2008. A potential agenda item would be a Tiger Mart policy
issue from Micah.
