BUDGET WRAP -UP
DECEMBER 1, 2008 — 8:30 A.M.

1. Roll Call
Present:
Council: Mayor Dave Edler, presiding, Assistant Mayor Micah Cawley, Council
Members Kathy Coffey, Rick Ensey, Norm Johnson (until 9:52 a.m.), Bill
Lover and Neil McClure
Staff: City Manager Zais, Budget Director DeBord (after 9:00 a.m.) and Acting
City Clerk Roberts
Absent: Council Member Norm Johnson after 9:52 a.m. (excused)
2. Budget Wrap Up (Council votes on Policy Issues)
ACTION: Council made decisions on policy issues and directed that legislation be
prepared to adopt the budget. All policy issues were approved as budgeted
except:
Yakima Basin Storage Alliance, Black Rock Reservoir - A motion to amend the
amount to $20,000 carried by a 5 -2 vote (McClure & Edler voting no). But, the
amended motion failed. VOTE: 3 -4, McClure, Edler, Ensey, and Lover voting no.
Yakima Air Terminal — Stormwater Payment - A motion to deny carried.
VOTE: 5 -1, Lover voting no; Johnson absent.
Hiring Freeze — A motion to enter into a hiring freeze for six months and then re-
evaluate; after six months hire on an emergency policy issue basis failed.
VOTE: Coffey, Edler and McClure voting no. Johnson absent
Elimination of 6 vacant positions — Motion to approve failed.
VOTE: 3 -3, McClure, Coffey, Edler voting no; Johnson absent.
Seasons Music Festival --
Other action items:
RSVP — Motion to fund out of the General Fund rather than the Parks budget
carried 6 -1, Edler voting no.
Yakima Symphony — Motion to approve from the General Fund carried 4 -3,
McClure, Ensey and Cawley voting no.
Yakima County Development Association — New Vision — it was moved to put
this back under Outside Agencies rather than Intergovernmental as requested last
week.
3. Adjournment
The meeting adjourned at approximately 10:45 a.m.
