Executive Session was held and adjourned at 5:57 p.m.

1. Roll Call
All Council members were present; staff included City Manager Zais, City
Attorney Paolella and City Clerk Moore
2. Invocation /Pledge of Allegiance
Mayor Edler gave an invocation and led the Pledge of Allegiance.
3. Open Discussion for the Good of the Order
A. Proclamations
• Peace Officers' Memorial Day — May 15, 2008
Mayor Edler read a proclamation; Police Chief Granato accepted.
B. Special presentations / recognitions
• Ben Hittle — Retiring Police Officer
Mr. Hittle was recognized for 29 years of service as a Police Officer for
the City of Yakima; he previously worked in Sunnyside for a total of 33
years in law enforcement. He was presented a retirement watch.
• Susan Worthington — Retiring Safety and Training Officer
Ms. Worthington was recognized for 24 years of service with the City.
She was presented a retirement watch and certificate of service.
C. Status report on prior meeting's citizen service requests
• Ernesto Gonzalez — Ordinance regarding parking on front yard
Joe Caruso, Acting Code Administration Manager, summarized his
report to Council stating the Public Safety Committee recommended the
ordinance will remain as written. Mr. Gonzalez will be advised of the
decision.
D. Appointments to Boards and Commissions -- None
4. Consent agenda
ACTION: Items 6, 7, 8 and 13 were added to the consent agenda. Motion to
approve the consent agenda carried. VOTE: Unanimous

5. Audience Participation
• Kayla Schoonhoven, a 6 grade student in the Selah School District,
addressed the Council on her participation in the SOAR program, which
consists of a community service project. She has volunteered at the Living
Care Nursing Care Facility in Yakima and discussed the various ways
volunteers can make a difference in these facilities.
• Tony Courcy presented a petition to construct the necessary aids to make
crossing the intersection of 16 Avenue and Hathaway Street as safe as
possible for all parties.

*6. First quarter 2008 Capital Improvements Projects report
ACTION: Report accepted.
*7. Consideration of Resolution authorizing West Valley Park property conveyance
by Yakima County to the City of Yakima
ACTION: Resolution adopted. RESOLUTION NO. R- 2008 -79
*8. Set date of Public Hearing for June 10, 2008 at 7:00 p.m. to consider Yakima
Resources redevelopment Local Infrastructure Financing Tool (LIFT) application
ACTION: June 10, 2008 was set as the date of public hearing to consider Yakima
Resources redevelopment Local Infrastructure Financing Tool (LIFT) application.
9. Consideration of a-Rocolution authorizing execution of a professional ccrvicca

and approving first quarter claims activity
ACTION: Resolution adopted. RESOLUTION NO. R- 2008 -80
*11. Consideration of a Resolution authorizing the Yakima Police Department to
apply for an Auto Theft Reduction Grant from the Washington Auto Theft
Prevention Authority and authorizing execution of necessary documents, if
awarded
ACTION: Resolution adopted. RESOLUTION NO. R- 2008 -81
*12. Final Contract Payment for Brackett Park Irrigation System Project #2179
(Adopt Standard Motion V -B - accept project; and approve final payment)
ACTION: Standard Motion V -B to accept the project and approve final payment
was approved.

ORDINANCES
*13. Consideration of Ordinance changing the date of the "Open Cruising Event" on
Yakima Avenue to the first day of summer, June 21, 2008, removing the
September "Open Cruising Event and amending Section 9.25.020 of the City of
Yakima Municipal Code
ACTION: Ordinance passed. ORDINANCE NO. 2008 -25
*14. Second reading of an Ordinance amending the 2008 budget and making
appropriations in the 000 — General Fund for the acquisition and implementation
of an automated Time and Attendance Management System
ACTION: Ordinance passed. ORDINANCE NO. 2008 -26
*15. Second reading of an Ordinance amending the 2008 Budget and making
appropriations in the 123 - Economic Development Fund and the 142 - Arterial
Street Fund to provide for Supporting Investments in Economic Diversification
(SIED) infrastructure projects
ACTION: Ordinance passed. ORDINANCE NO. 2008 -27
*16. Consideration of a Joint Resolution of the City of Yakima and Yakima County
authorizing the execution by and ratifying an agreement to exchange parcels –
Yakima Air Terminal /Westwood West Corp. to mutually and equitably exchange
land to correct a boundary lot line error (available Monday, 5/11/08)
ACTION: Resolution adopted. RESOLUTION NO. R- 2008 -82
17. Other Business
• Council Members McClure and Johnson will serve as voting delegates at the
Association of Washington Cities Convention on June 17 -20 in Yakima. City
Manger Zais will serve as alternate.
• Council Member Coffey advised that the Aquatics Feasibility Study
Committee had met with the YMCA. They are moving forward and
researching funding sources. They hope to have a report next month to
share with the public.
• Council Member Cawley encouraged Council and the public to participate in
the summer kick -off cruise on June 21, 2008.
