A RESOLUTION authorizing an amendment to the current Interlocal Agreement (ILA) with
Yakima Training Center (YTC) to provide 911 call-taking and dispatching
services.
WHEREAS, the City of Yakima (City) presently provides fire dispatch services to YTC;
and
WHEREAS, the amendment will include a software upgrade to the APS call system; and
WHEREAS, the upgraded software will create an interface with current APS call system
improving dispatch response times as outlined by the National Fire Protection Association; and
WHEREAS, the City Council deems it to be in the best interest of the City to authorize the
execution of the attached and incorporated Intergovernmental Support Agreement; now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized to accept and execute the amendment to the
Interlocal Agreement between the City of Yakima and the Yakima Training Center to provide
911 call-taking and dispatching services.

FIRE, LAW ENFORCEMENT AND EMS DISPATCHING SERVICES
SUBJECT: Modification of Intergovernmental Support Agreement between JBLM & the
City of Yakima, SunComm-911, W587KC-IGSA-A6ORK-23-5010, Base Year,
Modification 1
1. REFERENCES:
1.1. 10 United States Code § 2679, Installation-support services: intergovernmental
support agreements.
1.2. Army Regulation 420-1, Army Facilities Management.
1.3. IMCOM CAD-16 Community of Practice Initiative.
1.4. IMCOM OPORD 20-005, Installation Management Command (IMCOM) IGSA
Program.
1.5. National Fire Protection Association 1221, Standard for the Installation,
Maintenance, and Use of Emergency Services Communications Systems.
2. Modification: A within-scope modification to the subject IGSA is requested by JBLM,
IAW para 8. The current IGSA, para 5, requested 911 call answering, dispatching of law
enforcement and fire resources, maintenance of radio equipment located at SunComm,
maintenance of 911 phone system, maintenance of software utilized for mapping and
Text-to-911. Modification will include a software upgrade to the APS call system.
3. Justification: This modification will allow SunComm-911 to interface with the current
APS call System to meet required dispatch response times per National Fire Protection
Association (NFPA) 1710 codes and standards. This software upgrade will also allow

dispatch to facilitate modern response techniques that will only alert fire crews that are
on duty to respond, eliminating the disturbance of crews that are off duty.
4. Impact: This modification will increase the overall cost during the 10-year term by
$13,225.00. The initial purchase cost of the product is $3,475 paid during base year,
with an additional $975 in annual maintenance cost for each consecutive year of the
IGSA starting in 2023.

SUMMARY EXPLANATION:
An amendment to the current ILA with YTC which includes an upgrade to the APS call system.
The upgrade includes an interface with SunComm which will improve dispatch times. This will
increase the total cost of the 10-year contract by$13,255.00.
