ITEM TITLE: Consideration of a motion to add Englewood Christian Church as a temporary
emergency cold weather shelter to the existing program in the City of Yakima

SUMMARY EXPLANATION:
In January of 2007, the City Council passed a resolution authorizing the Yakima County
Homeless Network to use two churches, First Baptist Church and the Vineyard Church, in the
downtown area for temporary emergency cold weather shelters.
This year, the Yakima County Homeless Network has requested Vineyard Church shelter the
women and First Baptist Church to shelter the men. In addition, a need for homeless couples
has developed and the First Baptist Church will be used as a shelter for approximately six (6)
• homeless couples.
We are revisiting the resolution to add another location to the Temporary Emergency Cold
Weather Shelters. The Englewood Christian Church is requesting to be a shelter host. All
criteria of the Emergency Cold Weather Temporary Administrative Policy have been met. A fire
inspection of the site was conducted and approved for shelter use.

At a special meeting of the Board of Directors of Englewood Christian Church on Wednesday
evening, October 29, we agreed to be a host site for the Extreme Weather Emergency
• Homeless Shelter for this winter, 2008 -09. We will be ready to serve homeless men
beginning December 1 and will continue this service under your leadership into March, 2009
or whenever it is determined that the temperatures have warmed up.
Jim Silsbee is acting as our site coordinator along with Rev. Helseth, our pastor.
We look forward to working with you in serving our community in this way.

Emergency Cold Weather Temporary Administrative Policy
Definition
Emergency Shelter: Provides not more than 30 days (nights) of cold weather shelter per
year and is certified as a participant in the Homeless Network's emergency shelter program.

Owner or owner's representative shall submit and self certify the following:
E Sleeping areas to be located on ground floor, or on other floors with approved exiting.
d At a minimum, smoke detectors shall be located in sleeping areas and on all other floors
within the building.
Proof of approval /acknowledgement of fire insurance underwriter, or national ownership
organization if self - insured.
�No cooking.
'On -site adult staff at a ratio of one staff member per eight overnight guests. On -duty staff
shall remain awake /alert.

' Permanent shelters with approved fire safety equipment and exits are not subject to the requirements of the
emergency cold weather temporary administrative policy.

3 The above temporary administrative policy is to remain in place until approved, canceled or modified by Yakima City
Council. Council review of the policy is scheduled for January 9, 2007.
