SUMMARY EXPLANATION (who, what, when, why and how):
Over the course of the last 2 months, rankings for the current City Council Strategic Priorities
were developed by polling each City Council member and through a Community Survey
posted on the City's website.
Previously, all 6 of the Strategic Priorities were given equal weight with none considered more
important than another. The Council Budget Committee ( "CBC ") requested the polling of the
Council and the Community Survey so that the Strategic Priorities would be ranked in order of
importance.
Both the polling of the Council and the Community Survey produced similar rankings of the
Strategic Priorities (see attached Council polling and Community Survey results).
Because the Council rankings and the Community Survey rankings are so similar, the CBC
(Cawley, Coffey, McClure) recommends that the full Council pass a motion adopting the
Strategic Priorities rankings as established by the Community Survey.
The CBC intends to utilize the Strategic Priorities rankings as established by the Community
Survey to help guide the ongoing work of the committee in reviewing the City's general
government budget.

Mayor Edler and Council Members,
In October, at the request of the Council Budget Committee ( "CBC "), each of you ranked the
current City Council Strategic Priorities. A survey posted on the City's website from early
October to mid November gave community members the same opportunity.
In mid October, 1 provided you with detailed analysis of both the Council rankings of the
Strategic Priorities and the results of the Community Survey to that point in time. To this memo
I have attached:
1) A comparison of the Council rankings and the final Community Survey rankings
2) Demographic information about the people who took the online Community Survey
Analysis
The Council rankings and Community Survey rankings are very similar. Both the Council and
the Community Survey takers ranked the same 2 Strategic Priorities 1 and 2 although in
• opposite order. The Council and the Community Survey takers agreed on the 3rd priority. The
remaining 3 Strategic Priorities, while ranked slightly differently by the Council and the
Community Survey takers, were separated by only small percentage points when average
rankings were factored in.
The majority of the Community Survey takers were white men, between the ages of 30 and 55,
who have lived in Yakima for 25 years or longer, and have at least some college education.
Council Budget Committee Recommendation
Since the Council rankings and the Community Survey rankings are so similar, the CBC
(Cawley, Coffey, McClure) recommends that the full Council adopt the Strategic Priorities
rankings as established by the Community Survey.
The CBC plans to utilize the Strategic Priorities rankings to guide the committee's ongoing
review of the General Government budget, including the development of a CBC - generated
contingency budget .
Please let me know if you have any questions about this issue prior to next Tuesday's Council
meeting.

Dear Mayor and Council Members:
It is with a certain amount of sadness that I submit my resignation from the Yakima City
Council. It has been a great experience working with all of you as we have gone about
taking care of the needs of the citizens of Yakima.
My three years on the Yakima City Council have been a wonderful experience,
definitely, the highlight of my twenty -five plus years in municipal government.
As "I move into my new career as your State Representative, it will be my honor to
• continue serving the citizens of Yakima and the entire 14 District.
Although we have not always agreed on every issue, I truly appreciate the respect we
have shown one another. To you Dave I say, thank you for the way you conduct yourself
and guide the rest of us with such dignity. I know at times it's like "herding cats."
To you Dick Zais I say, thank you for being the best budget man in the State. You keep
Yakima running smoothly and in the black. Perhaps I need to take you to Olympia. To
all the dedicated city employees, I want to thank you for doing an outstanding job.
1 have probably rambled enough so I need to get down to the business of my resignation:
I hereby tender my resignation effective December 31, 2008. Whomever my replacement
will be I say, you will enjoy working with a wonderful group of people.
