Meeting Minutes
Attendance: Council Members: Micah Cawley, Kathy Coffey
Staff: Dick Zais, Dave Zabell, Rita DeBord, Randy Beehler, Cindy

Discussion:
➢ Randy Beehler presented the results of the Council's Strategic Priorities on -line
survey. The survey had been on -line for 6 weeks with 104 participants. The
summary presented identified the ranking of the six council priorities and
various statistics regarding those that responded to the survey, such as age,
gender, education, ethnicity, etc.
➢ The Committee agreed to recommend the communities rankings of the Strategic
Priorities to City Council at the December 2 Council meeting.
® ➢ Dick Zais summarized modifications to the Budget Forecast including some
clarification of these adjustments.
o The impact of the Streamlined Sales Tax won't be identifiable until the
end of the year. At that time, data from the Department of Revenue will .
be studied to determine if the significant decrease in sales tax revenue is
due the SST or the economy.
o The reduction in estimates of fuel costs due to the unanticipated
reduction in fuel costs will be calculated and the adjustments reflected in
the Budget Wrap -Up.
o WS DOT Grant received for Transit.
o Received sizeable financial assistance for the Environmental Fund from
the Department of Ecology; this has been allotted for the Yakima Airport.
o Three vacant positions have been eliminated from the 2009 budget as well
as 2 additional positions on hold for further review.

➢ Dave Zabell highlighted the City /County Purchasing Merger underway by the
Intergovernmental Committee and the initial costs of implementation. If
successful, this will be the 5th merger of this kind in the country and the 1st in the
State of Washington.
