HomeMy WebLinkAbout05-24-2023 YPC MinutesCity of Yakima Planning Commission (YPC) Meeting Minutes City Council Chambers May 24, 2023 Call to Order Chair Liddicoat called the meeting to order at 3:15 p.m. Roll Call YPC Members Present: Chair Jacob Liddicoat, Lisa Wallace, Mary Place, Leanne Hughes - Mickel, Frieda Stephens, Rob McCormick, Colleda Monick YPC Members Absent: None Staff Present: Joseph Calhoun; Planning Manager; Eva Rivera, Planning Technician, Soneya Lund, City Council Liaison Staff Announcements. — Planning Manager Calhoun announced the following: Senior Planner oral board was last week, one candidate qualified. ADU Pre -approved Plans RFP is almost done, the new purchasing manager has prioritized this project. It was agreed to cancel the June 14, 2023, YPC Meeting. May 10 2023 Meeting Minutes — It was motioned by Commissioner Place and seconded by Commissioner Wallace to approve the meeting minutes of May 10, 2023, as presented. The motion carried unanimously. 2023 Legislative Update — HB 1110 and HB 1337 — Calhoun briefly summarized the new housing and ADU bill. He mentioned the Department of Commerce is developing a middle housing ordinance. Commissioner Place asked if a covenant could be overturned by this bill, and Calhoun answered he was unsure. She also asked who would be responsible for infrastructure improvements, Calhoun answered like a typical development the developer would be responsible. Commissioner Place also mentioned how some of her neighbors are still using a septic tank and how that would limit development. Calhoun answered the bill addressed that and limits 2 units on properties with septic tanks. Commissioner Hughes -Mickel asked if it was necessary to wait for the Comp Plan update to adopt the bill, Calhoun answered the Comp Plan and development regulations go hand in hand. Calhoun continued summarizing the ADU bill and compared it to what is now in the current ADU code. Commissioner Monick asked about the increase in ADU submittals and Calhoun answered this year alone more applications have been received than in the last five years in total. The commission provided comments and feedback about the proposed bill. Public Comment — None Other Business — City Councilwomen Lund announced Commissioner McCormick's term has expired and a new nominee has been chosen and will have to be approved by the City Council.
