ITEM TITLE: Water Treatment Plant Awarded Department of Health Top Ops Silver
Certificate

SUMMARY EXPLANATION:
The City's staff at the Naches River Water Treatment Plant has been recognized for their outstanding
performance and for treatment optimization. The Office of Drinking Water began the Treatment Optimization
Program (TOP) in 2001 in an effort to improve the performance of rapid rate filtration surface water treatment
facilities. The purpose of this voluntary program is to maximize public health protection provided by surface
water filtration plants like ours.
Participants in the program commit themselves to working toward meeting treatment optimization goals for
particle removal and disinfection that are more stringent than current regulatory requirements. Because
turbidity is a readily measured indicator of treatment plant performance, TOP tracks finished water turbidity
data for all conventional and direct filtration plants in Washington. For the calendar years 2010 -2014, our
plant's finished water turbidity was 0.10 NTU or less for at least 95 percent of the time, which meets or
exceeds TOP'S turbidity goal. Achieving consistent high drinking water quality like this is the mark of highly
dedicated and skilled water treatment operators. To receive this award, the plant must also meet other
stringent criteria related to public health protection. Our plant is one of five receiving an award this year. This
is our eighth year for the TOP recognition program. Each summer, a 3 -year (bronze), 5 -year (silver), and 10-
year (gold) is awarded to qualifying systems.
This Silver Certificate of Achievement is well earned praise from the department of Health, even more
important is the dedication of the staff toward public health and safe drinking water.
