SUMMARY EXPLANATION:
The William O. Douglas Trail Projects have been the fortunate recipient of Grant money from two
different sources. In 2006, the City received a Federal Transportation Enhancement Grant for the
Yakima Valley Transportation Company Trolley Barn and Museum. The City also received two Federal
Transportation Enhancement Grants for enhancements to the William O. Douglas Trail. These grants
consist of Federal Highway Administration money and are administered locally by the Washington State
Department of Transportation (WSDOT).
•n 2007, the City obtained a Washington Wildlife and Recreation Program (WWRP) Grant. This Grant
consists of state money and is administered by the Recreation and Conservation Office (RCO) in
Olympia. Money from this state grant may be used to further enhance the William O. Douglas Trail
projects. Due to the involvement of federal money, in order to maximize the reimbursement eligibility of
project expenses, all project elements shall be administered in compliance with WSDOT Local Agency
Guidelines (LAG). Progress on the projects was delayed briefly to insure activities met with LAG
compliance. Activity is now moving forward.

Federal Grant #1: Yakima Valley Transportation Company Preservation ($495,592) Cit
project #2153
This grant funds 100% of the eligible costs of a project consisting of acquiring the Yakima Valley
Transportation; Company trolley repair barn and substation, and rehabilitating the trolley repair barn by
performing masonry and other repairs, installing a fire alarm in the substation and trolley barn, installing
a security system in the substation and repairing portions of the track and overhead wire system that
have been damaged.
The City purchased the trolley barn and substation in February 2008. The environmental
documentation and design to rehabilitate the trolley barn is ongoing. The major focus of this
rehabilitation was to repair the beams supporting the crane and to repair the west wall.. In October, it
was noticed that the south wall is also not very stable. We are in the process of modifying the design to
repair the south wall, repair the crane, and strengthen further the west wall using the existing ecology
blocks and poles. Construction is scheduled for Spring 2009. . a
Federal Grant #2: William O. Douglas Trail Enhancement ($582,047)
City project #12166
The original g ° rant to do this work was only for $327,408; however, in 2007, we were successful in
obtaining an additional $254,639 for this project. This grant funds 100% of the eligible costs of projects
to construct a 110 -foot wide pathway along 6th Avenue from 'I' Street to the Greenway, and to construct
a pathway across the Trolley Bridge that spans the Naches River. The design for this pathway along
6th Avenue is close to being completed and we should go to bid yet this winter.
The pathway a cross the bridge is complicated. The bridge has been deemed an historic structure.
Therefore, the State Historic Preservation Office will not allow us to connect anything to it outside of th
trestle. Since the bridge is still to be used by the trolley, the maximum width that can be used for the
pathway between the trestle and rails is about 3 -feet, 8- inches. We requested a trail width deviation
from the Federal Highway Administration, but were denied. We are currently exploring a design that
constructs the "pathway over the rails.
Federal Grant #3: • Heritage Trails, William O. Douglas, Cowlitz and Upper Nisqually
Trails ($ 499,890) City project # 2167
This grant funds 100% of the eligible costs of a project consisting of cleaning and painting the Trolley
Bridge across1 the Naches River and acquiring property to fill in the gaps between government-
controlled land for the William O. Douglas. Trail within the Cowiche Canyon and to the west. The
environmental permits and design for cleaning and painting the Trolley Bridge are being completed and
will go out to bid late winter or early spring. The right of way plans and funds have been approved and
property acquisition has begun. We have contracted with Yakima County for land acquisition services
to meet LAG requirements. Four parcels have been acquired and we are proceeding on several -
others. Recently, it has been acknowledged that the proposed trail location may need to be modified,
as there are landowners who do not wish to sell. We are working with Yakima County, and the
Cowiche Canyon Conservancy (CCC), on exploring alternative trail locations. We will meet with the
William O. Douglas Foundation to discuss alternate routes soon. The County will pursue the required
acquisitions as soon as a route is determined.

State Grant #1: William O. Douglas Trail Connections ($796,883)
City project #2239
This grant funds 46% of the eligible costs of a project 'consisting of acquiring private property to fill in
the gaps of th William O. Douglas Trail and constructing a trail bridge across the Cowiche Creek near
Powerhouse Road. Construction of the Cowiche Creek Bridge will be determined by the timeline of the
County's Cowiche Canyon Road project and is anticipated for fall of 2009. We are working with the
County on the location of the bridge to best match their realignment of Cowiche Canyon Road and are
working with the CCC on determining the properties to be purchased. Portions of the Federal Grants
used for City Projects #2166 and #2167 may be used to cover the match requirement of this project.
� he local administrator of the Federal Grants has assured us that the money for the enhancement
rants ($1,577,529) has been secured and has no timeline on when it must be spent.
The State (RCO) Grant has a deadline of June 30, 2010; however, we could possibly request an
extension, if needed. The Governor's proposed budget continues support for our program. However,
that money, as well as other state grants awarded to the City is subject to the Governor's authority to
redirect state program dollars and /or the legislative budget process in the upcoming session.
We are moving ahead on these projects as quickly as possible under the constraints of our funding
partners' guidelines
