HomeMy WebLinkAbout01/06/2009 05A Draft Minutes 11-10-2008 Adjourned Meeting - Budget Review• YAKIMA CITY COUNCIL ADJOURNED MEETING — BUDGET REVIEW NOVEMBER 10, 2008 — 8:30 A.M. —12:00 NOON COUNCIL CHAMBERS — CITY HALL 1. Roll Call Present: Council: Mayor Dave Edler presiding, Council Members Micah Cawley, Kathy Coffey, Rick Ensey, Norm Johnson, Bill Lover and Neil McClure Staff: City Manager Zais, Acting City Attorney Cutter and City Clerk Moore 2. Public Works - Part II • Parks and Recreation Chris Waarvick, Public Works Director, and Ken Wilkinson, Parks & Recreation Manager, were available for questions. Points discussed included: Lack of vacant land for growth of parks Harman Center attendance and revenue stream Fisher Golf Course — decisions need to be made in 2009 on its future Upper Kiwanis Park Phase 1 Financing • Parks and Recreation Capital • Cemetery 3. Yakima Municipal Court • Municipal Court • Probation Linda Hagert, Court Services Manager, introduced Judge Kelly Olwell as the presiding judge and official spokesperson for the municipal court for the years 2009- 2010. Judge Olwell gave background information on the court and their activities. She reviewed challenges for 2009, one being the impact of the County not being able to cant' their full load due to their budget constraints. That, in turn, will trickle down to the municipal court level. 4. Fire Department • Fire/Police Public Safety Communication Mr. Wantland described the major changes for 2009 in staffing and funding. Fire Department and • Fire Capital Chief Charlie Hines, Deputy Chiefs Stewart and Willson, Benda Cantu and Wayne Wantland of Communications, were available for questions. Chief Hines explained that the budget increase is primarily due to negotiated wage increases. He spoke about the challenge of keeping the apparatus in service. Three fire engines have been identified as needing to be replaced within the next 4 -5 years. Also discussed was the partnership with police on arson investigations. The policy issue to remodel Station 94 (airport) because it does not meet federal requirements was presented. • This will exhaust all of the current funds available by the end of 2009 and they will need to be replenished with future REET1 contributions or other sources. NOVEMBER 10, 2008 — BUDGET REVIEW • Emergency Services • EMS levy is not budgeted yet. Upon request, City Manager Zais addressed what will happen as a result of Council Member Johnson's election to a State Representative position. Mr. Zais advised that Council Member Johnson has said he will fill out the balance of this year. Council Member Johnson interjected that he would be happy to tender his resignation when his replacement is selected rather than staying to the end of the year. Assistant City Attorney Helen Harvey referenced the Revised Code of Washington that states that First Class Cities are to adopt their own charter in which they can specify how to handle this situation. Appointments are by a majority vote of the Council. She noted, however, that it is clear by charter and Attorney General's opinions that an appointment must be made after the effective date of the resignation. Mrs. Harvey distributed a memo outlining this information. Following discussion, it was the consensus of the Council to • Modify the Boards and Commissions application form to include an essay question asking why the applicant wants to serve and why they should be appointed (200 words or less.) • Receive applications for a two-week period (ending November 2e) • Advertise in the Yakima Herald Republic 5.
