HomeMy WebLinkAbout02/03/2009 04B Minutes 01-07-2009 Council Public Safety CommitteeCouncil Public Safety Committee CED Conference Room City Hall January 7, 2009 (MINUTES Council Members Present: Dave Edler, Bill Lover and Rick Ensey Staff Present: Assistant City Manager Dave Zabell, Fire Chief Charlie Hines, Deputy Police Chief Kelly Rosenow, Acting Code Administration Manager Joe Caruso, Deputy Fire Chief Bob Stewart, Assistant City Attorney Cynthia Martinez, Police Administrative Assistant Terri Greer The meeting was called to order by Edler at 2:02 p.m. Graffiti Issues Rosenow gave a brief report on graffiti paint out projects. Martinez clarified some information provided in the previous Council study session on graffiti. She advised the suggestion to de- criminalize graffiti removed the ability of the judge to impose restitution. She also advised that the municipal penalties cannot differ from those imposed by state law. Ensey inquired if a private business such as Graffiti Busters could do what the various city departments are doing to eradicate graffiti for less cost. Lover advised the intent of the study session was to catalog what the various departments are doing to make a coordinated effort to combat graffiti. Rosenow suggested that graffiti issues be discussed with the new County Prosecutor to get his ideas regarding graffiti crime. Caruso advised that Code Administration works in conjunction with ONDS to combat graffiti. II. Firefighter /Paramedic Program Hines updated the committee on the efforts in support of the City EMS levy. He advised all the presentations made to the various trauma councils were approved. On April 1, there will be two firefighters that are paramedic certified in service within the current EMS levy funds. C7 III. Union GapMest Valley Fire Districts Hines advised the current trend in fire service is to create fire districts to pool resources. He is exploring this option with surrounding fire departments. There would be a mix of volunteers and fire professionals. IV. Violent Crimes Task Force Council approved the Police Department's participation in the Violent Crimes Task Force. This task force is a direct result of Representative Ross's legislation. The task force will be made up of local, federal and state agencies, with Yakima County Sheriffs Office being the lead agency. Prosecution of cases will depend on the cases and jurisdiction. The committee would like to see this type of information and any relevant statistical information forwarded to Representative Ross. Lover asked if Ross should contact Yakima PD directly to advise what information he needs to continue his work on our behalf. Rosenow suggested meeting with the other bill sponsors. Rosenow also updated the committee on gang and narcotics investigations. V. LEMAP report iRosenow asked if the committee would like another updated report. They advised they would like to see the final report only. VI. Other Business Edler asked if YPD was having any success with Crisis Intervention Training. Rosenow advised that many officers have been through the training and are utilizing the diversion options as appropriate. Edler requested that Chief Granato be advised of his support of the CIT program. The committee will select a chair at the next meeting VII.
