COUNCIL CHAMBERS - YAKIMA CITY HALL Roll Call Present: Council: Mayor Dave Edler, presiding, Assistant Mayor Micah Cawley, Council . Members Kathy Coffey, Rick Ensey, Bill Lover and Neil McClure Staff: City Manager Zais, Acting, City Attorney Harvey and City Clerk Moore Absent: Council Member Norm Johnson (excused) Mayor Edler affirmed that Council would only be listening to presentations and would not be asking any questions. Mayor Edler noted that it was legally determined that Council Member Cawley need not recuse himself. Following a limited discussion, COFFEY MOVED AND,McCLURE SECONDED TO ASK THE CANDIDATES TO WAIT IN A SEPARATE ROOM. The motion failed by a 3 -3 voice vote. Councf'Candidate Interviews The following candidates each gave a three - minute presentation on why they Wanted to be on the City Council: Travis Carr Isidro Reynaga Dean Armitage Larry Ausink Greg Bohn Donald Crosslin Tim Price T.J. Davis .Maureen Adkison Arajean Johnson Juven Garcia Dave Ettl Angela Weeks Donald Franklin Sharon Madson CAWLEY MOVED AND ENSEY SECONDED TO RECESS FOR LUNCH. Recess began at 11:17 a.m. The meeting reconvened at 12:33 p.m. Presentations continued: Susan Whitman Steven Gaulke Keith Hurley Doug Picatti Sonia Rodriguez Cecilia Vogt 3. Candidate Interviews — December 15, 2008 Mateo Artega. Larry Hull Cesar Dominguez Presentations concluded at 1:12 p.m. Mayor Edler suggested Council go into Executive Session to speak about qualifications. Following the Executive Session, each Council member would select their three recommendations for in- depth interviews. He advised that the Airport Manager review will also be discussed in Executive Session. McCLURE. MOVED AND COFFEY SECONDED TO ADJOURN TO EXECUTIVE SESSION FOR 1.5 HOURS. The motion carried by unanimous voice vote. The regular session reconvened at 2:20 p.m. Following discussion, each Council Member marked a sheet with their top three choices. Randy Beehler read the names of the candidates with the most votes: Adkison (4), Ettl (3), Rodriguez (2). A discussion ensued as to how many candidates should move on. CAWLEY MOVED TO INTERVIEW TEN APPLICANTS. The motion died due to the lack of a second. MCCLURE'M'OVED AND COFFEY SECONDED TO MOVE THOSE WHO RECEIVED MULTIPLE VOTES INTO THE FINAL POOL AND THE REMAINING THAT E RCEIVED ONE VOTE WILL GO THROUGH A SECOND ROUND "WITH COUNCIL VOTING FOR TWO. Following a lengthy discussion, the motion carried by a 5 -1 roll call vote; Cawley voting no. After the voting process, EDLER MOVED AND ENSEY SECONDED' TO ACCEPT THE THREE ADD_ ITIONAL.NAMES FOR A TOTAL. OF -SIX INNING CANDIDATES TO BE INTERVIEWED.:ON DECEMBER 29, 2008 BEG' AT 10:00 A.M. AT 15 M- - INUTEINTERVALS. THE SIX CANDIDATES WILL BE: MAUREEN ADKISON, DAVE ETTL, GREG BOHN, CECILIA VOGT, SONIA RODRIGUEZ AND CESAR DOMINGUEZ. The motion carried by unanimous voice Vote. Discussion then covered whether to have the interviews live on YPAC or tape delayed and how to develop the interview questions. LOVER MOVED AND ENSEY SECONDED TO HAVE EACH COUNCIL MEMBER BRING ONE QUESTION TO THE PROCESS. The motion carried by unanimous voice vote. Adjournment CAWLEY MOVED AND COFFEY SECONDED TO ADJOURN TO DECEMBER -29, 2008 AT 10:00 A.M. TO CONTINUE THE INTERVIEW PROCESS. The motion carried by unanimous voice vote.
