1. Proposal from Rural Community Development Resources
RCDR submitted to the committee a proposal for a $50,000 loan for
Microenterprise Technical Assistance. The motion to send the proposal to full
council was approved.
2. HOME Consortium information item— CED and County Staff
Yakima County has approached thirteen smaller cities within the County,
excluding the City of Yakima, about forming a HUD HOME Consortium. The
County would serve as the lead agency. If HUD approves the Consortium,
funding would be allocated between the cities involved. If all thirteen of the cities
411) participate, approximately $700,000 would be allocated for the first year. The
duration of the relationship would be determined in the final agreement, but the
minimum is three years. If the City of Yakima chooses not to participate, no
projects would occur within the city. The eligible programs include home
rehabilitation, new construction, acquisition of residential property and assistance
to homebuyers.
3. Cosen House update — CED Staff
At last meeting it was suggested that ONDS talk to Habitat for Humanity about
building a new home at 201 S 8 St. Habitat for Humanity is currently workin
on homes in the Marvin Gardens development. Building a new home at 201 S 8
Street would be difficult because of other projects they are currently working on.
An October deadline would be a struggle but might be feasible. The home would
have to be similar to the structures at Marvin Gardens. The committee moved to
continue with the advertisement of the sale of the property.
