2. Information items:
a. FY2010 Presidential Budget and American Recovery and Reinvestment Act-
CDBG Update
• The issue to be addressed in Washington DC with the Congressional Delegation is
to restore budget cuts in the CDBG and HOME funds that have taken place over
the last eight years. The major concern is the elimination of Section 108 program
• from CDBG and why we disagree. The stimulus package of $317,000 is to be
used for any eligible CDBG program. The $317,000 will need to go through the
normal amendment process. The priority for the $317,000 is for job creation and
infrastructure and needs to be used within two years.
b. CAPER year end report
A copy of the .ONDS 2008 Consolidated Annual Performance Evaluation Report
(CAPER) was submitted to the council members. The report will be submitted to
the full Council and a public hearing will be held during the regular business
meeting on March 24. At this point no public comment has been received. A
copy of the CAPER is available for public review at the City Clerk's and ONDS
office.
c. Update on 201 S 8 St.
The sale. of 201 South Eight Street has been advertised in Seattle, Spokane,
Portland, and Yakima. The Request for Proposal is a two step process. The first .
step is to complete a request for proposal (RFP). The RFP deadline is March 20`
In the second step of the process, the ONDS Committee will review the proposals,
select a proposal and request specific information from the prospective buyer.
d. Programmatic Agreement with SHPO
HUD contacted ONDS regarding the programmatic agreement with the State
Historic Preservation Officer (SHPO). ONDS has been in correspondence with
SHPO to work out the specific details for the programmatic agreement. ONDS
presented the programmatic agreement to the Committee and requested to have it
• sent to full City of Yakima Council for approval. The request was granted.
3. In depth discussion of R.O.W. use policy
Several options were presented to the committee regarding potential updates of policies
and procedures. Councilmember Coffey recommended an education campaign be
conducted to inform the public of ROW regulations and procedures. She also
recommended that new requests for fences in the ROW be denied. Existing fences in the
ROW would be handled on a complaint basis, and they would be brought into
compliance through the Community Review Board (CRB) process if necessary. Appeals
would go to the Council. Councilmember McClure preferred that fences in the ROW be
an allowed use within certain parameters. Councilmember Lover suggested that Kathy's
recommendation be forwarded to the full Council and that Neil's proposal could be
discussed at that time. Neil asked to have his idea be included with the work product that
is forwarded to the Council from the Committee. Bill Cook will work on the proposal
and bring it back to the Committee for review, probably prior to the April meeting.
