Also attached is the current project listing developed by the Sewer, Water, Streets, Traffic and 411) Engineering Divisions. The current project listing assists in the planning of current and upcoming projects. It helps the divisions coordinate their work so that, for. example, a street is not rebuilt or seal exam P 1 P P coated just prior to planned underground work on the same street. SEE ATTACHED MEMORANDUM AND REPORT Resolution _Ordinance Contract Other (Specify) Funding Source APPROVED FOR SUBMITTAL: 40�- City Manager STAFF RECOMMENDATION: Accept Report BOARD /COMMISSION RECOMMENDATION: • COUNCIL ACTION: 1 -- April 15, 2009 ® MEMORANDUM April 21, 2009 TO: Mayor Dave Edler Members of City Council FROM: Bill Cook, Director of CED Doug Mayo, PE, City Engineer SUBJECT: 2009 Capital Improvement Projects: 1st Quarter INTRODUCTION This Quarterly Report information is intended to provide an overview of the 1st Quarter for capital projects scheduled for 2009, including current project status, milestones, and any new developments that may significantly alter the schedules or costs of the projects. This is the first narrative report that includes Water /Irrigation Division Capital Improvement Projects with the Engineering Division. Starting with the next quarterly report the Waste Water Division will also have narratives of their current Capital Improvement Projects listed as well. CAPITAL IMPROVEMENT PROJECTS • DOWNTOWN FUTURES INITIATIVE PHASE 3: 1sT 2ND AND 3RD STREETS, NACHES AVENUE This project was a continuation of the Yakima Downtown Futures Initiative and was funded with $1.96 million of state and local funds ($1 million from a CTED Grant and $960,000 of bond money savings from Phase 2). The limits of this new project include: the east side of First Street from 'A' Street to Yakima Avenue; both sides of Second St. from 'A' Street to Chestnut; both sides of Third St. from 'A' Street to Yakima Avenue; and the west side of Naches Avenue from 'A' Street to Yakima Avenue. Project construction included new sidewalk, pedestrian street lighting (historic style, 13 foot tall lights with dual planter arms), trees and tree grates, tree lighting, an automatic irrigation system, wheelchair ramps and new curbing as needed. The Engineering Division performed the design and construction engineering along with liaison functions with merchants, businesses & property owners. Consultants assisted with survey, design layout and electrical engineering. Bids were opened on July 1st. KRCI, LLC was the low bidder with an bid of $1,509,825. Construction began on July 30th and was substantially complete in early December. Minor punch -list work and project cleanup will be completed 1St quarter 2009. ♦ Project completed: 1St Quarter FY2009 WASHINGTON AVENUE -BNSF CROSSING UPGRADE This project consists of upgrading the signals and installing new concrete crossing pads. Work is to be completed by BNSF and was on their schedule for early 2007. BNSF was been given Notice to Proceed on 3/23/07. BNSF then sent us an estimate to complete the work, and the funds that we had received from WSDOT were not enough. BNSF is modifying their design to fit the amount of available funding. ♦ Project completion date: 3 Quarter FY2009 RAILROAD GRADE SEPARATION; LINCOLN AVENUE AND MARTIN LUTHER KING 1R. BLVD., ('B'ST.)1ST STREET TO 1ST AVENUE. This project consists of building underpasses on Lincoln Avenue and Martin Luther King Jr. Boulevard under the existing railroad. Front Street will be reconstructed to pass over Lincoln Avenue and Martin Luther King Jr. Boulevard. The FONSI has been signed for the Environmental Assessment of the project and notification has been published. Adoption of NEPA as our SEPA is completed. Phase 1 of this project that relocated utilities was completed in the fall of 2007. Final design of Phase 2, which will construct the Lincoln Avenue underpass, is 95% complete, and we are in the process of acquiring right -of -way having made recent progress with BNSF. We anticipate an early 2009 advertisement date for the Lincoln Avenue Underpass, with construction beginning in May or June. The MLK underpass is partially funded; however, we anticipate getting the remaining funds and going out to bid in early 2010, with construction beginning once the Lincoln Avenue Underpass is complete. ♦ Projected completion date for Lincoln Avenue Underpass: 3 Quarter FY2010 EAST NOB HILL BLVD. & FAIR AVENUE INTERSECTION RECONSTRUCTION Design for the complete intersection project has been funded by federal STP funds. The full project will consist of widening the intersection and installing a new mast -arm signal. The southeast corner frontage improvements were constructed as part of the Fiesta Foods development, using SIED and REET 2 monies for a portion of the cost. Due to design demands on the Engineering Division for funded construction projects this project design will be used as a filler project for engineering designers. • Project design completion date: 4th Quarter FY2009. 2 111 YAKIMA VALLEY TROLLEY BARN & MUSEUM PRESERVATION The City purchased the historic Yakima Valley Transportation company trolley repair barn and substation on January 31, 2008. Emergency repairs to the internal crane railing were designed, but the bid received to make the repairs was four times the Engineer's Estimate. Plans to repair the west and south masonry walls, along with the internal crane system are now being designed. Other rehabilitation to repair and upgrade the barn include masonry repairs and installation of fire and smoke alarms in the substation and the barn. Depending on funds, the scope includes restoring portions of the 6 -mile track and overhead wire system that were not previously done as parts of other projects. ♦ Project completion date: 3 Quarter FY2009. WILLIAM O. DOUGLAS TRAIL, 6TH AVENUE & BRIDGE DECK CROSSING This State Enhancement Grant project will construct a 10 -foot wide asphalt pathway along the west side of 6 Avenue from Hathaway, approximately 0.8 miles in length that will tie into the Greenway. This new pathway will connect the Fruitvale Boulevard area to the Greenway path at the Naches River and will • also provide a pedestrian /bike linkage to the Riverpointe Landing Development. New pathway construction is fully funded with federal grant monies. Originally, this project included constructing a pathway across the Trolley Bridge over the Naches River; however, the City's deviation request to the Federal Highway Administration to construct a four -foot wide pathway with federal funds was not accepted due to narrow bridge clearances. For this reason, the City is investigating other approaches to using non - federal funds to construct a pathway across this bridge. ♦ Project completion date: 3 Quarter FY2009. WILLIAM O. DOUGLAS TRAIL BRIDGE RESTORATION AND TRAILHEADS This purpose of the State Enhancement Grant project was to restore the YVT Naches River Bridge including cleaning, rust removal and painting, along with filling in William O. Douglas Trail gaps by acquiring right -of -way adjacent to nineteen private parcels and to add interpretive signing. The right of way plans detailing the needed property acquisition for the pedestrian/bike pathway have been approved by WSDOT and right of way acquisition will begin soon. A bridge inspection report completed by Sargent Engineers, Inc. estimated that the cost to clean and paint the bridge would be $1.5 million to $2 million. However, other engineering estimates put the cost to clean • and paint the bridge at $300,000. We are developing the Plans, Specification and Estimates to do this work and will go out to ad early in 2009. 3 ♦ Project completion date: 3rd Quarter FY2009. • • 4 0 85TH AVENUE AND KAIL DRIVE SEWER LOCAL IMPROVEMENT DISTRICT (LID) This LID project consists of installing a sewerline and side sewers to 26 parcels. Council formed this LID through the hearing process. Design completion was delayed when a couple of property owners would not allow easements across their properties. This was resolved prior to going out to bid. The project has since been advertised and project construction was awarded to Premier Excavating at a bid amount of $269, 743.68. Bidding was very competitive and anticipated project costs should stay under the engineer's estimate. Construction began early in February and is anticipated to be completed by the end of April. • Project completion date: 2 Quarter FY2009. PUBLIC WORKS PARKING LOT RECONSTRUCTION PROJECT A 2007 budget policy identified the need for $1,000,000 to complete the three -year program to replace and restore the subgrade and pavement at the Public Works Complex using six identified funding sources. $300,000+ was budgeted in each year from 2007 through 2009. In 2008 the first two phases of this project reconstructed 0 approximately two- thirds of the Public Works Yard. Completion of the final area is anticipated by the end of 2009 (if budget allows). Baer Testing ran initial evaluations of the site identifying degradation areas of the base and asphalt. The Engineering Division is using this information to implement reconstruction measures over the majority of the complex in conjunction with Public Works personnel to minimize and coordinate disruption at the complex. Of the 379,000 square feet of asphalt, it has been determined that 300,000 square feet of subgrade and asphalt needs to be replaced. Renewal or upgrades of utility services to the complex had been completed prior to reconstruction in this initial phase. ♦ Project completion date: 3rd Quarter FY2009. SIMPSON LANE, 13TH, 14TH and 15TH STREETS - SEWER LOCAL IMPROVEMENT DISTRICT (LID) This LID project consists of installing a sewerline and side sewers to 82 parcels. Council formed this LID through the hearing process. The project has since been advertised and project construction was awarded to Scott's Excavating at a bid amount of 362,302.29. Bidding was very competitive and anticipated project costs should stay under the engineer's estimate. Construction began early in February and is anticipated to be completed by the end of April. • Project completion date: 2 nd Quarter 2009. 5 • 16TH AVENUE ROADWAY REALIGNMENT, EAST END OF AIRPORT • This project is funded by FAA monies and a SIED loan. The project consists of relocating 16th Avenue easterly to be outside of the runway safety area (RSA) of the Yakima Airport. The roadway will be designed such that it intersects with the Valley Mall Boulevard Project in the vicinity of 12th Avenue. The project will construct a 2 -lane roadway along with a new bridge over Bachelor Creek. The Airport has hired the engineering firm of Huibregtse, Louman Associates, Inc. to design the project. NEPA has been approved. The project should go to bid in March. ♦ Project completion date: 4th Quarter 2009. WEST NOB HILL BLVD., 50th AVENUE TO 64th AVENUE This is likely to be an upcoming project tied with the Wal -Mart development. The City competed for a TIB grant at the end of August but was unsuccessful. We have since selected Huibregtse Louman & Associates (HLA) through competitive interviews to begin design of the project in anticipation of Federal or TIB funding. HLA has been given an aggressive schedule to complete design of the project and identify right of way needs by June again in anticipation of outside funding. Project construction remains • unfunded at this time. - ♦ Project completion date: To Be Determined. WEST NOB HILL BLVD., 64th AVENUE TO 72nd AVENUE This project received a $950,000 grant from the American Recovery and Reinvestment Act. The project consists of making the frontage improvements on the north side and portions of the south side of Nob Hill in conjunction with the Wal -Mart improvements (additional lanes). These improvements consist of curb, gutter, sidewalk, street lighting and stormwater runoff treatment. Huibregtse Louman and Associates is performing the design of the project. ♦ Project completion date: 4th Quarter 2009. COOLIDGE AVENUE, 80th AVENUE to 88th AVENUE This roadway reconstruction project was partially funded when it was a County roadway. With the annexation of this area we received the County's developer contributions in the amount of $213,388 along with a $150,000 Corridor Mitigation Air Quality (CMAQ) grant. The City competed for and received another CMAQ grant for an additional $389,700. We have completed 80% of the design and have identified right 6 • of way needs. Right of way purchases will be completed utilizing Yakima County. Construction will include a paved road, curb & gutter and lighting; sanitary sewer needs will be addressed prior to design completion. Sidewalks will be completed at the time of adjacent property development at the developers' expense. ♦ Project completion date: 3rd Quarter 2009. TIETON DRIVE PEDESTRIAN PROJECT, 16th AVENUE TO 24th AVENUE This project consisted of removing and replacing old and cracked sidewalk along the north side of Tieton Drive with the placement of new wheelchair ramps or replacement of deficient wheelchair ramps for the project length. Funding also included $30,000 for the Yakima Police Department to release public service announcements, material on crosswalk laws, increased emphasis patrols and a pedestrian safety sting operation. Funding was a $192,000 grant from the Washington State Pedestrian/ Bicyclist Safety Program. Scott's Excavating was the low bidder and started construction in October. Minor punch -list work and project cleanup will be completed 1st quarter 2009. ♦ Project substantially complete: 4th Quarter FY2008. SOUTH 16TH AVENUE & WASHINGTON AVENUE INTERSECTION This project consists of widening and realigning the intersection to meet the new alignment and construction of Valley Mall Boulevard. Work includes survey, preliminary design, right -of -way determination, purchase of appropriate right -of -way, completion of design followed by bidding and construction. Design will be completed early 2009 and the project will go out to ad in the third quarter of 2009. Construction will be completed in 2009. Funding of $1.1 Million is through a Transportation Improvement Board (TIB) grant with local match of $300,000 from REET 2 funds. ♦ Projected completion date: 4th Quarter FY2009. 6TH AVENUE, RIVER ROAD NORTH 650 FEET This project consists of reconstructing this section of roadway for the Jeld -Wen Development. This project received a 50/50 SIED Loan /Grant of $200,000 plus an additional $62,000 from Jeld -Wen. We anticipate a spring 2009 advertisement date, with construction beginning in the second quarter 2009.. We have been working with Qwest to get them to relocate their poles ahead of construction. • ♦ Projected completion date: 3rd Quarter FY2009. 7 PEDESTRIAN CROSSINGS: 16TH & BONNIE DOONE; 4TH ST. & LINCOLN AVENUE; • 1St STREET AND 'N' STREET; AND, 16TH AVENUE AND HATHAWAY This project consists of constructing pedestrian crossing signals at South 16th Avenue & Bonnie Doone, 4th Street and Martin Luther King, Jr. Boulevard, 1st Street and 'N' Street, and 16th Avenue and Hathaway. All four crossings will be pedestrian activated, with the signal at 4th Street and MLK using fully -flush in- roadway warning lighting fixtures. The three overhead pedestrian crossings will count down the time remaining for pedestrians to cross the road. Bids were opened on August 13th, with Knobel's Electric submitting the low bid of $311,584.60. Construction on the ramps and sidewalks was completed while the weather was cooperative. Work on 4th Street & MLK is on hold until weather allows asphalt work in conjunction with the placement of in- roadway signal fixtures. Signals on N. 16th Avenue, N. 1st Street and S. 16th Avenue & Bonnie Doone are complete and operational. All work is expected to be completed in the second quarter 2009. ♦ Projected completion date: 2nd Quarter FY2009. SUMMITVIEW & NORTH 66TH AVENUE This project consists of building a new traffic signal and the addition of a left turn lane • on Summitview Avenue. Survey work will begin this spring; design will continue into the summer; right -of -way needs will be identified and needed right -of -way will be purchased over the winter. Construction will begin spring 2010. Funding of $350,000 is through a 2008 bond. (A 2009 budget addition added $330,000 for the addition of the left turn lane on Summitview. This changed the project scope and extends the project duration due to additional survey needs; increased design needs and the addition of -the right -of -way acquisition process.) ♦ Projected completion date: 3 Quarter FY2010. NOB HILL BLVD. OVERPASS REPAIR This project consists of making necessary maintenance repairs to the overpass structure through a public works project. In October 2007 HDR Engineers inspected the overpass and recommended correction of deficiencies found that include, but was not limited to, repairing several of the concrete wall and column caps; injecting epoxy -grout into column cracks that were found in several columns; fiberglass wrapping of several columns; repair all bearing pads; clean, epoxy coat and epoxy grout exposed rebar; replace the joint membranes between bridge sections; and, repair the worst parts of damaged hand railings. HDR has completed design of the repair project including all bid documents for the project. The complete construction cost of the repairs is estimated at $1 Million. The 8 2008 approved an initial budget of $500,000 of REET 2 cash reserves to be used for this project. Since the 2008 budget appropriation we submitted for and received a 100% federal grant for $1,742,658. This grant will pay for the extent of the repairs identified by HDR including an overlay to the bridge deck with a latex modified concrete. Construction to repair this bridge will begin in the second quarter. ♦ Projected completion date: 4th Quarter FY2009. SOUTH 28TH AVENUE, SOUTH OF WASHINGTON AVENUE This project consists of rebuilding a new two -lane roadway from Washington Avenue for approximately 300 feet adding curb, gutter and sidewalk in cooperation with the two adjacent businesses. General Electric received a SIED Loan/Grant and we will use the small works roster process to solicit public works bids for the roadway reconstruction and curb and sidewalk on the east side of 28th Avenue. Nolan Decoto will have a contractor install curbing and sidewalk on the west side of 28th in conjunction with the construction of the east side of the road. Design is complete but bids are delayed waiting for private parties to coordinate their work. These participants will be contacted again this quarter to see if they wish to work to pursue this project. • Construction should occur in 2009 or SIED Funding will be returned unused. Funding of $68,000 is from SIED and private sources. ♦ Projected completion date: To Be Determined NEW PROJECT CAPITOL THEATRE PRODUCTION CENTER, PAVILION & PLAZA:. PHASE I - Capitol Theatre - Production Center The Production Center (attached to the back of the Capitol Theatre facility) will facilitate the unloading and loading of semi - trucks delivering show equipment, upgrade electronics required for computerized lighting, staging and sound; address the need for prop and equipment storage; and parking facilities for production trucks. This also includes a base layout including all lighting and electrical equipment for a future 200 to 400 seat flexible "Black Box" theatre on the second floor. PHASE II - Capitol Theatre - Pavilion The Pavilion is a two -story annex on the southeast corner of Yakima Avenue and 3rd Street. This structure includes a CT lobby annex, food & beverage service, box office, jazz club with administrative offices on the 2 floor. • PHASE III - Pedestrian Plaza Development of a pedestrian plaza and lobby extension by closing 3rd Street to vehicular traffic between Yakima and Chestnut Avenues. (Est. $4,000,000) 9 Phases I & II are estimated at $10,213,750 for the two support facilities and utility relocation. These projects are 86% funded through a combination of PFD revenues and bonding ($7.4 million) and private contributions ($1.4 million) with the remaining $1.4 million committed to be raised by the CTC (through a combination of grants, private fundraising and soliciting the State of Washington.) The Capitol Theatre efforts, to - date, have raised over $9.3 million along with a commitment to secure the remaining $1.4 million to complete Phase II. An initial $500,000 of private donations was secured by the CTC for planning, fund raising and utility relocation in the block behind the Capitol Theatre. The utility relocation work will accommodate the new Production Center and is near completion. TRAHO Architects has been selected for the architectural design of the Capitol Theatre Project, and Olympic Associates has been selected for construction management services for improvements to the Capitol Theatre. In December 2008 the City obtained approval from the State of Washington Project Review Committee (PRC) to use the GC /CM form of construction for this project. GC/ CM responsibilities will include, but not be limited to, the following: • Provide pre - construction cost estimating, scheduling, assistance in material selection and building systems; • Solicit and manage subcontractor and supplier bidding; • Provide high quality construction services completing the project on time and within the contract price. After soliciting and receiving Statements Of Qualifications (SOQ's) from 13 qualified contractors, a committee reviewed and scored the SOQ's to narrow the list of potential contractors to three finalists. On February 4th a team of nine, including Councilwoman Coffey, interviewed the three finalists: Howard S. Wright; Leone, Keeble & Moen, (a Joint Venture); and Lydig Construction. The winning contractor was selected by comparing the SOQ scores, interview scores and fee proposals. Leone, Keeble & Moen, (a Joint Venture) was the selected firm to perform this GC /CM project and a contract will be executed ASAP between them and the City. Initial meetings have taken place to work on the design /construction schedule and get the award process started. ♦ Projected completion date of Phase II: 3rd quarter FY2010 NEW PROJECT: • KIWANIS PARK, UPPER PARK 10 • This project consists of building three Little League baseball fields including field lighting, restroom facilities, a volleyball court, a basketball court and parking lot. Kiwanis club purchased the property adjacent to the existing Kiwanis Park, cleared the property and donated the property to the City of Yakima. Funding includes $500,000 from a Recreation in Conservation Office (RCO) grant plus local funding. ♦ Projected completion date: To Be Determined NEW PROTECT RICHARDSON FIELD CLEANUP AT YAKIMA AIRPORT. This project consists of removing and replacing approximately 4,000 cubic yards of contaminated material. A consultant contract in the amount of $225,000 has been signed with Landau Associates for them to develop the Plans and Specifications and to administer the contract to remove these contaminated soils. This project is funded by a $468,000 site cleanup grant that the City received from the Department of Ecology. ♦ Projected completion date: 4th quarter FY2009 NEW PROTECT UNDERGROUND STORAGE TANKS AT YAKIMA AIRPORT. The City received a $418,000 site cleanup grant from the Department of Ecology to locate, assess and develop a plan to remove some underground storage tanks that are no longer in use. _ ♦ Projected assessment completion date: 4th quarter FY2009 • 11 OTHER TASKS S SERVICE TO OTHER DIVISIONS Service to other divisions continues to be provided. Miscellaneous work has included: Sewer extension and restoration projects, legal descriptions for annexations and vacations; updating irrigation, water and sewer maintenance reference maps; surveying and mapping; miscellaneous assistance to Police, Planning, Streets, Airport, Public Works Divisions and Public Works facilities, Yakima Convention Center, Fire Department, including remodels and miscellaneous projects, and the Capitol Theatre for capital improvement projects; Purchasing Division, etcetera. We recently provided engineering assistance for: • Kiwanis Park Skateboard Park: reviewed and modified design of Skateboard Park, created general specifications and bidding documents for the project. Construction began on this project in July and is very near completion. • Capitol Theatre Remodel: provide design and construction oversight for this project. Consultant selection for GC/ CM has been completed. • Several small drainage improvement projects. • 12 • WATER/IRRIGATION CAPITAL IMPROVEMENT PROTECTS This is the first narrative report time that Water Division Capital Improvement Projects are listed with the Engineering Division Project narratives. We have been providing Council with the collective Capital Project Listing for over a year, but not with the project . narratives. This report is intended to give Council better insight to the background of all divisions' Capital Projects. Starting with the next quarterly report the Waste Water Division will also have their current Capital Improvement Projects listed with the current Engineering and Water /Irrigation Division Projects. Level 2 Domestic Water System Improvements This three phase project has included installation of new 24 -inch and 16 -inch waterline in West Powerhouse Road just west of North 40th Avenue, new 18 -inch waterline in Pecks Canyon Road south of West Powerhouse Road, and new 18 -inch and 12 -inch waterline on the City reservoir property located off of City Reservoir Road and Pecks Canyon Road. The project also replaced overflow piping and valving inside the two 12- MG reservoirs. Currently, the final phase of the project is nearing completion. • ♦ Project completion date: 2 nd Quarter F Y2009. General 308 Irrigation System Phase 3 /Stage 3 Improvements This project consists of replacing irrigation main and services in the General 308 Irrigation District. The limits of the project are from South 2nd Street to South Fair Avenue and from East Pine Street to East Yakima Avenue. Huibregtse, Louman Associates has completed the design survey and the project design will be completed this summer. The project will be bid in October 2009 with construction beginning once the irrigation system is shutdown for the season. Approximately 11,000 feet of main is anticipated to be replaced with this project. City Irrigation crews will also replace approx. 5,000 feet of irrigation mains and replace services in the General 308 System • Project completion date: 1st Quarter FY2010. • • 13 Capitol Hill Irrigation System Phase 1 Improvements • This project consists of replacing irrigation main and services in the Capitol Hill Irrigation District. The limits of the project are from South 12th Avenue to South 18th Avenue and from MacLaren Drive to Summitview Avenue. Huibregtse, Louman Associates, Inc. has begun the design survey and project design will be completed this summer. The project will be bid in October 2009 with construction beginning once the . irrigation system is shutdown for the season. Approximately 12,000 feet of main is anticipated to be replaced with this project. ♦ Project completion date: 1St Quarter FY2010. Fruitvale Canal Pipeline Improvements The project will replace an open ditch irrigation wasteway /canal with a piped irrigation line along East H Street from North 6th Avenue to North 9th Street. Huibregtse, Louman Associates, Inc. has completed a preliminary report providing a preliminary design and project costs. Final design will be completed late in 2009. The project will be broken into phases and be bid as funding for construction becomes available, including potential grant or other outside funds. • ♦ Project completion date: On- going. Gardner Park Domestic Well The project installs a new 3,000gpm domestic well in Gardner Park, located at Cornell Avenue and West Pierce Street. Construction on the project began January 2009 and is now nearing completion. The well was drilled to a depth of 1,328 feet. Well screen and casing has been installed and the well is being prepared for testing. Completion of the well is anticipated May 2009.
