RESOLUTION NO. R-2015-127
accepting donation from the owners of the former Cascade Mill of
heritage items to be used as public artwork and authorizing display
such in the street right of way at the Fair Avenue Roundabout.
WHEREAS, the City of Yakima created the Yakima Revenue Development Area
(RDA) in 2008 when it was awarded $25 Million in LIFT funds to be used for streets and
infrastructure bonds of up to $50 Million for redevelopment of the former Boise Cascade
Mill area The construction of the Fair Avenue Roundabout is the first construction project
to take advantage of the funds and begin street access into the Mill site; and
WHEREAS, the center piece of the Fair Avenue Roundabout is proposed to
incorporate various physical items salvaged from the former mill as a tribute and for
educational purposes regarding the heritage of Yakima related to the Cascade Mill; and
WHEREAS, the Yakima Arts Commission on September 23, 2015 reviewed four
concept sketches and selected the "Mill Artifact Concept" sketch as the recommended
design to the City Council of the artwork as public artwork, to be displayed for the benefit of
the community Furthermore; the Arts Commission recommended additional heritage items
should be salvaged and displayed in a "sculpture garden" area along the corridor, and
WHEREAS, the City Council extends its appreciation to the property owners for the
preservation of heritage artifacts to commemorate the long and significant history that the
former Boise Cascade Mill played in the development of Yakima and Central Washington
as a whole; and
WHEREAS, The City Council receives the recommendation of the Yakima Arts
Commission, and finds and determines that acceptance and display of such artwork as
public art will promote the general health, safety and welfare, therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager, for and on behalf of the City of Yakima, is hereby authorized to
receive the heritage items to be displayed and used as public art. The City Manager is
further authorized to administer such donation and to cause such artwork to be displayed
in the street right of way.

SUMMARY EXPLANATION:
The Fair Avenue roundabout is almost complete. The center island of a roundabout is generally landscaped in
order to help make the area more conspicuous, discourage pedestrians, and improve driver safety. The Arts
Commission reviewed four concept drawings on September 23, 2015 and voted to recommend the "Mill
Artifact" concept design for construction. In addition, the Arts Commission recommended that other items
be salvaged from the mill to be incorporated into a "sculpture garden" along the corridor of the street. The
owners of the former Cascade Mill will donate salvaged items to the City of Yakima for the purpose of
heritage, public display and education.

Recommendation from Yakima Arts Commission Regarding Fair Avenue Roundabout
Center -piece
The construction of the new "Fair Avenue Roundabout" is nearly complete. This roundabout replaces a
"Y—shaped" intersection where the Lincoln Avenue, Martin Luther King Jr. Boulevard, Fair Avenue and
North 10th Street come together. The roundabout will allow for full turning movements from the existing
street system, as well as provide direct access into the Cascade Mill District for construction,
environmental remediation and clean-up, as necessary.
Roundabouts are generally designed with center landscaping.
Landscaping of roundabouts plays an important role in
improving the aesthetics of an area. The landscaping has a
number of functional purposes:
• It makes the center island more conspicuous;
• It focuses driver attention on key conflict areas by
blocking the view of other areas; and
• It discourages pedestrian traffic through the center
island.
The Role of the Arts Commission
The City of Yakima established the Arts Commission in 2009 with the primary purpose of reviewing
and making recommendations on public art within the city. Four concept drawings, prepared by the
project landscape architect, were submitted for review by the Arts Commission. On September 23, 2015
the Arts Commission reviewed the concepts. They were very receptive to the idea of preserving and
creating a "heritage" pieces from the former Boise Cascade Mill. The Arts Commission recommended
City Council approve the Mill Artifact Concept sketch. Additional recommendations from the Arts
Commission included:
1. Support of a heritage art display for the Fair Avenue Roundabout, and specifically the Mill
Artifact Concept;
2. Recommendation that the City requests reservation of all the heritage components identified in
the four sketches, to be reserved for corridor art and potentially a sculpture park in the area.
3. The Arts Commission encourages the heritage art concept in the Mill District Area to be
incorporated as landscape components
4. The Arts Commission would like be involved in the review of any future art project for the entire
Mill district.

The Mill Artifact concept sketch includes display of several salvaged items from the Boiler Building of
the Cascade Mill. The property owners have stated they will donate heritage items to the city for the
purpose of display. One of the items identified by property owners and staff is the old mill whistle.
Although not incorporated into the Fair Avenue roundabout, it is a significant heritage item. The whistle
sounded as a daily event for many years. If the whistle can be retrieved and cleaned, it will be donated to
the Yakima Valley Museum for the entire community to enjoy.

Sculpture Park and Bravo Company Boulevard
On July 15, 2015, the Yakima City Council approved, by consent agenda, a petition from the Veterans
of Foreign Wars Post #379 and American Legion Post #36 to name the North-South street within the
Cascade Mill District as "Bravo Company Boulevard". The Arts Commission recommended additional
mill related heritage items be designed as corridor art which may include a "sculpture" park. This
sculpture park area or median landscape islands will create additional areas to display Mill heritage
items or other items the VFW may wish to donate.
Recommendation:
Staff recommends the City Council adopt the related Resolution accepting the Mill Artifact Concept
design.
