'p„ 3y, „"��,". rte.. �.�` � r x� ''�'� • .fi x i°ii� -�', x � Xeigh6orhood Devekpment Committee Wednesday, February 3, 2010 9:30 a.m. Council Members present: Bill Lover, Kathy Coffey, Dave Ettl Staff: Bill Cook, Michael Morales, Archie Matthews, Joe Caruso, Kelli Horton, Linda Rossignol Code Enforcement outreach and traininq: Joe Caruso outlined the code enforcement process and introduced Code Compliance Officers Kelli ,Horton and Linda Rossignol. Officers Tammy Gilmour and Roy Munoz were unable to attend the meeting. Kathy Coffey asked specifically about boarded up houses. Archie Matthews said. that ONDS follows up on boarded up houses by asking the owners if they want to sell, opening the way for ONDS to rehabilitate the house or replace it. Bill Lover asked about codes compliance informational outreach and training. Caruso said Codes will do outreach based on the shortened outline just discussed with landlords, block watch groups and others as requested. He told the Committee that the officers try hard to work with property owners to resolve complaints because preparation for a Community Review Board case takes many hours. They are preparing for weedy lot season, and are working to turn those cases around faster this year. Infill housing opportunities: Matthews reported that he is talking with a couple of property owners on West Lincoln Avenue about selling their property to ONDS so that the boarded up / burned out houses can be replaced with new housing. Matthews asked if the Committee would consider changing the purchasing process from a process that requires Council approval to an administrative process that would require Dick Zais' approval. He noted that ONDS has to follow strict purchasing guidelines. The Committee asked that a policy be drafted for review at the next Committee meeting. The procedures should include a cap or threshold that would require Council be notified in advance of the purchase for anything out of the ordinary HUD or NSP (Neighborhood Stabilization Program) guidelines. Update on Marvin Gardens: Matthews reported that OIC has three homes occupied and three homes with applications pending. Their three homes that are under construction are using Youth Build, a program that provides training and jobs to youth. Habitat for Humanity has three homes occupied and two homes under construction. Status update on Cosen House — 201 South 8th Street: Matthews reported that the owner is making significant process on the remodel. Volunteer programs: Matthews reported that ONDS utilized 14,604 volunteer hours in 2009, which is equal to seven full time positions. They hope to reach 15,000 volunteer hours in 2010. The volunteers help with painting out graffiti, neighborhood clean up, senior and disabled code compliance, and they partner with parks and refuse for other jobs. NSP property: Matthews reported that one property has been purchased for approximately $38,000. The house is being rehabilitated and they hope to sell it to a low income family for the purchase price plus the remodel price. He is also considering a repossessed HUD home where the house would be demolished, the lot divided, and then two new homes would be built by OIC, Habitat for Humanity, or both, and would be sold to low or moderate income, first time homebuyers. Michael Morales talked about the need to stabilize the management structure at.ONDS by officially promoting Archie Matthews from acting ONDS Manager to Manager. The next regularly scheduled meeting of the Council Neighborhood Development Committee will be Wednesday, April 7, 2010, at 9:30 a.m. The agenda will include the draft administrative procedure for the purchase of property, a proposal from the Central Washington Hispanic Chamber of Commerce, and may include a request from Job Fair.
