Wombacher Mill District Redevelopment Update: Michael Morales outlined the Mill District Redevelopment 2010 Action Plan. Major steps will be taken this year to begin the redevelopment: several important studies will be completed; plans and negotiations are starting with some prospective tenants, including the. Yakima Bears; some site preparation will occur, including demolition of the old plywood process building; and the development agreement and the first phase of infrastructure design are expected to be completed in the fourth quarter. The owners' representatives said they expect to have the Togs cleared from the site by the first of July. The property south of the railroad tracks will be the first to be cleared and to be developed (phase 1). Everyone agreed on the importance of this project for Yakima, and all look forward to the changes that will begin this year. Update on Urban Area Zoning Ordinance and Comprehensive and Transportation Plan Text Amendments: Jeff Peters outlined the changes to the Urban Area Zoning Ordinance and the Comprehensive and Transportation Plan that will come to Council in a joint meeting with 0 the County Commissioners on March 23. The changes are necessary to utilize the LIFT funding, and some other clean up and minor changes were needed. All of the reviews are done and the Regional Planning Commission recommends approval. The Committee recommended the changes be forwarded to the joint meeting on March 23. Memo re Criteria for Sewer Extension Outside City Limits: Dick Zais and Bill Cook asked the Committee for direction concerning this memo; should it go forward to the full Council now, or should it wait until a full study session of the bigger growth /annexation issues can occur? Zais said the memo explains what the City can do now. He suggested the Committee could recommend the memo be brought forward to the full Council as a draft proposal to be embodied into legislation as a new amended resolution. It would be subject to any changes Council might wish to make, but it is intended to give clear guidance and direction to deal with this issue as it stands now. It will be subject to amendment later as negotiations and discussions take place between the City and Yakima County on this subject. David Edler made a motion to move the memo forward, and he requested that the "growth pays for growth" language be highlighted so Council can decide if the language needs to stay in. He also said that the City needs to create the authority that requires developers to talk to the City; at the beginning of the development discussion. Bill Lover seconded the motion. The motion to send the memo forward to Council passed on a unanimous vote. The Committee will discuss the community visioning process at their next meeting.
