Councilman Rick Ensey called the meting to order at 1:00 p.m. in the Community & Economic
Development (CED) Conference Room at City Hall.
Transportation Items
Street Maintenance Funding. Joe Rosenlund, Streets & Traffic Operations Manager, presented
the Committee with a list of needed street rehabilitation and traffic signal system upgrades with
the total cost of approximately $20 million. The list was put together as a list of potential projects
could be paid for through a street maintenance bond.
Jon Lorberau, Treasury Services Officer, provided information regarding the cost and options
available in creating a bond. These costs ranged from $17 to $37 per $100,000 assessed value
depending on the term and interest rate available for the bond.
The Committee recommended that the issue of a bond or other funding mechanism be
discussed by the full council to determine how the city should proceed.
Transit Items
Executive Session:
Members of the Transit/Transportation Planning Committee went into executive session and
discussed Potential Property Acquisition. Following discussion the Committee returned to open
session and announced it was receptive to the rationale presented and directed staff to file for
the grant and recommended that this project be presented to the full City Council.

Other Business: Ken Mehin reported that he had received a request from the U S Census
asking Yakima Transit to place posters inside City buses encouraging participation in the 2010
Census. Discussion followed and the Committee granted the request.
Ken Mehin informed the Committee that Transit staff is meeting with Yakima County officials on
February 11, 2010 to discuss the future of the Terrace Heights bus route after July of this year.
Staff recommendation is to partner with them like we do with the City of Selah. Following
discussion and questions, the Committee approved the plan.
Councilman Ensey adjourned the meeting at 2:00 p.m.
