ITEM TITLE: Resolution designating authorized City signatures for submitting grant
applications, filing annual certifications and assurances, and executing grants
with the Federal Transit Administration, an operating administration of the
United States Department of Transportation, for Federal transportation
assistance authorized by 49 U. S. C. Ch. 53, 23 U.S.C., and other Federal
statutes administered by the Federal Transit Administration

SUMMARY EXPLANATION:
The City of Yakima receives operating grant funds of approximately $1.5 million annually and
other special project grants as successfully applied for. In order to receive Federal Financial
0 Assistance for Yakima Transit, the attached resolution must be approved by the governing
authority designating who the responsible persons are for submitting grant applications, filing
annual certifications and assurances, and executing grants that have been awarded. A similar
resolution was approved in 2007. This resolution is an update to the previously approved
resolution as required by the Federal Transit Administration.

STAFF RECOMMENDATION: Staff respectfully requests that Council adopt the attached
resolution authorizing the Transit Manager or his /her designee to submit grant applications,
authorizing the City Manager or his /her designee to file annual certifications and assurances,
and execute grants contracts.

A RESOLUTION authorizing the . filing of applications with the Federal Transit
Administration, an operating administration of the United States
Department of Transportation, for Federal transportation assistance
authorized by 49 U. S. C. Ch. 53, 23 U.S.C., and other Federal statutes
administered by the Federal Transit Administration.
WHEREAS, the Federal Transportation Administrator has been delegated authority to
award Federal financial assistance for a transportation project;
WHEREAS, the grant or cooperative agreement for Federal Financial assistance will impose
certain obligations upon the Applicant, and may require the Applicant to provide the local share
of the project cost; and,
REQUIRE, the Applicant to provide all annual certification and assurances to the Federal
Transit Administration for FTA funded projects,
NOW, THEREFORE, BE IT RESOLVE BY THE CITY COUNCIL OF THE CITY OF
YAKIMA:
1. The Transit Manager or his /her designee is authorized to PIN for submission and to
file applications for Federal assistance on behalf of the City of Yakima (Yakima Transit)
with the Federal Transit Administration for Federal Assistance authorized by authorized
• by 49 U.S.C. Ch. 53, 23 U.S.C., and other Federal statutes administered by the Federal
Transit Administration. The Applicant has received authority from the Designated
Recipient to apply for Urbanized Area Formula Program assistance.
2. The City Manager or his /her designee is authorized to PIN to execute and file with its
application the annual certification and assurances and other documents the
Federal Transit Administration requires before awarding a Federal assistance grant or
cooperative agreement as grantee official.
3. The City Manager or his /her designee is authorized to PIN to execute grant and
cooperative agreements with the Federal Transit Administration on behalf of the City of
Yakima (Yakima Transit).
