ITEM TITLE: Consideration of a Motion to continue the Regional Stormwater Partnership
Group through an Inter -Local Agreement with Yakima County, City of Union
Gap and City of Sunnyside

SUMMARY EXPLANATION:
A Regional Stormwater Group was formed with Yakima County acting as the Regional Lead to
meet the requirements set forth in the National Pollutant Discharge Elimination System
(NPDES) Eastem Washington Phase II Municipal Stormwater Permit in 2007. The Inter -local
Agreement (ILA) with the cities of Union Gap, Sunnyside and Yakima and Yakima County
established the Regional Stormwater Group and set tasks and fees associated with Years 1 to .
3 of the permit. The ILA requires a letter from each partner by May 16, 2009 stating the
® willingness to enter into an additional ILA for Years 4 and 5 of the NPDES Permit. The
Regional Stormwater Group meets the need for coordination and corporation between the
Cities of Yakima, Union 'Gap, and Sunnyside and Yakima County, which is especially
important as it relates to public education and regulations that may impact economic growth.
Staff recommends that Council continue the cooperative effort and submit the attached the
letter to Yakima County by May 16, 2009. A final ILA will be completed by the Regional
Stormwater Working Group and submitted for Council approval later this summer.

Subject: Inter -Local Agreement Related to Regional Stormwater Group
Dear Chairman Elliot:
During the past three years, Yakima County has graciously accepted the role as
Stormwater Lead for the Regional Stormwater Group that is comprised of the Cities of
(110 Yakima, Union Gap and Sunnyside and Yakima County.
This group effort has successfully addressed the requirements of the first three years of
the Eastern Washington Phase II Municipal Stormwater Permit for National Pollutant
Discharge Elimination System (NPDES) and laid a strong foundation for our continued
cooperation through years 4 and 5 of the current permit cycle. The City of Yakima
desires to continue to work with the Group to provide not only a long -term solution to
water quality issues, but to provide a coordinated approach for the community.
It is our understanding that a new Inter -Local Agreement is being developed and will be
presented to the full Council this summer for review and approval. We look forward to
receiving the agreement.
