HomeMy WebLinkAbout12/13/2022 Business Meeting89 MINUTES YAKIMA CITY COUNCIL December 13, 2022 City Hall — Council Chambers 5:30 p.m. Regular meeting -- conducted in person and virtually via Zoom Roll Call Present: Mayor Janice Deccio, presiding, Assistant Mayor Soneya Lund and Councilmembers Matt Brown, Patricia Byers, Holly Cousens, Danny Herrera and Eliana Macias Staff: City Manager Robert Harrison, City Attorney Sara Watkins and City Clerk Sonya Claar Tee 2. Pledge of Allegiance Mayor Deccio led the Pledge of Allegiance. 3. Interpreter Services Mayor Deccio introduced Nate who announced interpreter services are available in Spanish. 4. Open Discussion for the Good of the Order A. Proclamations Homeless Persons Memorial Proclamation MOTION: Byers moved and Cousens seconded to accept the proclamation. The motion carried by unanimous vote. Assistant Mayor Lund proclaimed December 21, 2022, as Homeless Persons' Memorial Day, and Yakima Neighborhood Health CEO Rhonda Hauff accepted the proclamation. B. Presentations / Recognitions / Introductions i. Community Integration Committee recommendations regarding the Single Family Home Repair Program Community Integration Committee (CIC) Chairman Dori Peralta Baker provided opening remarks and introduced Vice -Chair Natalie McClendon to present the Committee's recommendations to improve the City's Single Family Home Repair program. MOTION: Cousens moved and Macias seconded to accept the CIC recommendations and direct staff to incorporate them into a redesigned Single Family Home Repair program. The motion carried by unanimous vote. ii. Yakima County public safety radio presentation Page 1 of 5 90 City Manager Harrison introduced the item. Sheriff Bob Udell and Dale Panattoni.Yakima County Director ofTechnology 8emiomo, presented on the eto1un of the current radio system and aconcept for a proposed new Countywide first responder radio system and potential ballot measure. 5. Council Reports There were noreports. 6. Consent Agenda Mayor Deccio referred to the item placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion —see motion directly be|ovx) MOTION: Cousemsnmoved and Brown seconded bmapprove the consent agenda. Resolution authorizing execution of bridge agreement with Hall and Gilliland PLLC for Public Defense Services for Indigent Defendants RESOLUTION NO. R-2022-171, A RESOLUTION authorizing a Bridge Agreement with Hall and Gilliland PLLC for Public Defense Services for Indigent Defendants. G. Resolution authorizing a supplemental agreement with HLA Engineering and Land Surveying, Inc to provide professional engineering services for the 72nd Avenue and VVWashington Avenue Roundabout Project 2517 RESOLUTION NO. R-2022-173, A RESOLUTION authorizing Supplement 3 to the Professional Services Agreement with HLA Engineering and Land Surveying Inc (HLA) for the Russell Lane Improvements Project 2650 Resolution authorizing an agreement with Haley & Aldrich Inc to perform the design and remediation for the environmental cleanup of the former Tiger Oil site at 2312 W Nob Hill Blvd EV2999 RESOLUTION NO. R-2022-174, A RESOLUTION authorizing an agreement with Haley & Aldrich to perform the design and remediation for the environmental cleanup of the former Tiger Oil site at 2312 W Nob Hill Boulevard. J. Resolution authorizing an interlocal agreement to provide building inspection and plan review services for the City of Selah RESOLUTION NO. R-2022-175, A RESOLUTION authorizing an interlocal agreement with the City of Selah to provide building plans examinations, building inspection services, and associated activities. K. Ordinance updating Classification and Compensation Plan for City Employees Section 2.20.100 ORDINANCE NO. 2022-041, AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City employees to be effective January 15, 2023; and repealing all preceding pay ordinances in the City of Yakima Municipal Code. Public Comment Patricia Hoendermis, of the Yakima Valley Landlord Association, spoke in support of the Regional Crime Lab. Jeanna Hernandez, resident, spoke in opposition to the Regional Crime Lab. John Hodkinson, stated he wished to hold his comments until after presentation on the Regional Crime Lab. DEPARTMENT ITEMS 8. Update on City of Yakima 2017 Equity Study Community Development Director Joan Davenport provided a summary of the 2017 Equity Study and some of the City's accomplishments following the study. Council members discussed having future study sessions on the Equity Study and possibly utilizing the Community Integration Committee to work on this issue. 9. Washington Surveying and Rating Bureau (WSRB) Report Fire Chief Aaron Markham provided a report regarding the Washington Survey and Rating Bureau fire protection survey report. 10, Resolution amending the Fire and Life Safety Fee Schedule Fire Chief Aaron Markham briefed Council on the fee schedule. The City Clerk read the resolution by title only. Page 3 of 5 92 MOTION: Cousens moved and Byers seconded to adopt the resolution. The motion carried by unanimous vote. RESOLUTION NO. R-2022-176, A RESOLUTION amending the Fire and Life Safety Fee Schedule. 11. Resolution authorizing an agreement with the Downtown Association of Yakima for downtown maintenance and beautification services City Attorney Sara Watkins reported on the agreement. The City Clerk read the resolution by title only. MOTION: Byers moved and Cousens seconded to adopt the resolution. The motion carried by unanimous vote. RESOLUTION NO. R-2022-177, A RESOLUTION authorizing an agreement with the Downtown Association of Yakima for downtown maintenance and beautification services. CITY MANAGER UPDATE 12. Ranking of ARPA grant applications to Yakima County City Manager Robert Harrison introduced the item. MOTION: Cousens moved and Herrera seconded to prioritize the City's grant requests as follows: 1. Martin Luther King Jr Park Community Swimming Pool $3,000,000 2. Bravo Company Blvd -Underground Utilities $3,500,000 3. Radio System Upgrade at SunComm 911 Communications $48,588 4. Free Wi-Fi in Yakima Parks $10,000 5. Construction of Multi First Responder's/Aircraft Rescue Fire Fighting Facility $5,000,000 The motion carried by unanimous vote. 13. City Administration report on Regional Crime Lab City Manager Harrison, Police Chief Matt Murray, and City Attorney Sara Watkins presented on their concerns regarding the Regional Crime Lab. After Council discussion and amendments, MOTION: Brown moved and Cousens seconded to direct staff to bring a resolution and contract, to include the City Attorney's contractual changes, to sign for one-year with YVCOG for the local crime lab. The motion failed by 4-3 vote with Deccio, Herrera, Lund and Macias voting no. 14. Other Business None. 15. Adjournment MOTION: Lund moved and Brown seconded to adjourn to a City Council special Page 4 of 5 93 meeting on December 16, 2022, via Zoom. The motion carried by unanimous vote.
