R-2023-001 authorizing acceptance of a Highway Safety Improvement Program (HSIP) award for the Systemic Pedestrian and Bicyclist Data Collection, City Project 2674 WHEREAS, the Yakima City Council has established that the creation and approval of a Local Road Safety Plan to prioritize implementation of systemic safety improvements is a priority; and WHEREAS, in order for projects to be eligible for Highway Safety Improvement Program (HSIP) funding, projects must be identified in a Local Road Safety Plan, and WHEREAS, the City of Yakima has received a grant from the Highway Safety Improvement Program, requiring no local matching funds, to collect pedestrian and bicyclist data to update the Local Road Safety Program to aid in prioritizing city pedestrian and bicycle safety improvements; and WHEREAS, the City Council finds that it is in the best interests of the City of Yakima and its residents to accept the HSIP grant award for the purpose of collecting pedestrian and bicyclist data, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to accept the HSIP grant, attached hereto and incorporated herein by this reference, not to exceed Two Hundred and Sixty Thousand Dollars ($ 260,000.00) as described in the Grant Award Letter. Systemic Pedestrian and Bicyclist Data Collection work will consist of the collection of pedestrian and bicyclist count data at intersections citywide. This data will be used to aid with a systemic safety analysis of Yakima streets and to update the Local Road Safety Plan. The project is expected to begin data collection in 2023 and is 100% HS I P funded with no local match required. The federal funding is limited to the amount shown below: Systemic Pedestrian and Bicyclist Data Collection $260,000 Scope: See attached Project Summary—delivered as one contract. NOTE: The project is eligible for 100%HSIP funding,for all phases authorized prior to April 30, 2026.If any phase is not obligated by this date, remaining funding will be rescinded, and the agency will need to re-compete for funding or construct the project with local funds. Scope and funding modifications require prior approval from WSDOT Local Programs. In order to meet state and federal requirements,the following are required: ■ Project expenditures incurred before receiving notice from Local Programs of federal fund authorization are not eligible for reimbursement. • Please refer to the Local Programs web page for detailed information, including: (http://www.wsdotwa.govilocalprograms/) ✓ Local Agency Guidelines (LAG)manual for the requirements regarding programming, authorization,reimbursement, etc.; ✓ Projects utilizing federal funds must be included in your current Transportation Improvement Program(TIP) as a complete programmed project. Once your TIP amendment is approved,WSDOT will amend the Statewide Transportation Improvement Program (STIP); ✓ Funding and billing forms; ✓ Local Project Report is required to be completed by the end of June and December each year.
