Deputy Chief YPD a0 SUBJECT: Council complaint 1401 S. 2" Ave. Ms. Patricia Sisson At the May 5, 2009 council meeting, resident Ms. Patricia Sisson reported a complaint of excessive loud noise from vehicles, boom box music and an illegal business being conducted at this location with no record of a business license, and illegal parking. The history from codes at this location is as follows: • 08 -21 -03 Complaint of junk vehicles and working on vehicles during the night. Site inspection by code compliance on the same day and found automobile parts and debris in the driveway. Notice of Non - Compliance 411), sent and violations abated by 09 -12 -03 • 04 -07 -04 Complaint of working on vehicles. Code compliance conducted a site inspection with one violation of parking on the front lawn. A notice of Non - Compliance was sent and abated on the deadline with no violation and a hobby vehicle parked at that location. • 05 -24 -04 Complaint of auto activity and spray painting. Code compliance conducted a site visit the same day and found no violations. • 09 -16 -04 Complaint of working on vehicles for pay. Code compliance conducted a site inspection and found 2 hobby cars at this location which was not a violation. • 02 -12 -09 Complaint for multiple violations of 4 cars parked on east side of duplex and three cars parked on the east side of the duplex and witnessing a mechanical business at this location. Code compliance conducted a site inspection and found vehicles parked on the front lawn with no evidence of a mechanical business. There is a hobby club that gathers at this location before they leave for the racetrack and other locations. Letter sent to occupants pertaining to lawn parking and also property owner Ron Duffield. Last site inspection on 03 -04 -09 and found all vehicles legally parked in the street, • • 04 -17 -09 Complaint of multiple violations of vehicles parked on the east and west side of the duplex and a mechanical business. Code compliance conducted a site inspection on 04 -21 -09 and found all vehicles legally 41) parked. Contact made with both sides of the duplex and after investigating, there is no evidence of any mechanical business being run at this location. • 05 -05 -09 Complaint made to council by Ms Patricia Sisson. Code compliance officer investigated and spoke with occupants and advised them of complaint to council. After several complaint investigation over a period of time, it is determined that there is no business activity being conducted at this location. • 05 -12-09 Mr. Danny Gonzalez, tenant of duplex, spoke with me at length on all of the complaints and accusations. Mr. Gonzalez has been very cordial throughout all of the site inspections. He stated that he is in a hobby car club that meets at his residence before they leave for their locations as a club. He has a track race car that he does minor work on about every two months. This vehicle is stored in his garage at the duplex. I advised Mr. Gonzalez that if there is excessive noise from running vehicles that the police can respond for a noise nuisance complaint. Mr. Gonzalez stated that he is attempting to get along with the complainant but she doesn't want them to park their vehicles on her side of the street.
