For Meeting of: June 1, 2021 ITEM TITLE: Resolution authorizing application for the 2021 OJ J DP Comprehensive Youth Violence Prevention and Reduction Program grant and take all steps necessary to complete and submit the grant application SUBMITTED BY: Sara Watkins, City Attorney SUMMARY EXPLANATION: The Yakima Youth Leadership Program (YYLP) currently is funded through a FY2019 OJJDP grant set to expire on September 30, 2022. The Walk About Yakima (WAY) program's funding is also ending. A new grant opportunity has arisen which will allow the City to apply for additional funding for FY 2021-2024 to continue one or both of these programs (we are still discussing the strategy for the application). Staff is seeking authorization to apply for the grant and take all necessary steps to finalize the grant application. This generally authorizes the City Manager and/or the Mayor to sign the necessary application documents, depending on the document. If the grant is awarded, staff will return to City Council for final authorization to accept the grant funds. This solicitation provides funding for communities to develop and implement prevention, intervention, and suppression strategies that aim to reduce youth gun and gang violence. Statutory Authority Department of Justice Appropriations Act, 2018, Pub. L. No. 115-141, 132 Stat. 348, 423; and 34 U.S.C. § 11171-11172 Justice Appropriations Act, 2021, Pub. L. No. 116-260, 134 Stat. 1182, 1257 Specific Information Funding for this program is to prevent and reduce youth violence, including youth gang violence.Applicants must target their proposed intervention or suppression strategies to work with those youth who are most likely to be involved in violent activities in the immediate future. Interventions developed for this target population should include improved coordination of existing resources and activities that support multiple, complementary antiviolence strategies. Applicants using Community Violence Intervention(CVI)strategies(i.e., community-based gun violence interventions such as street outreach,violence interrupters, group violence intervention, and hospital-based violence interventions)will receive priority consideration. In addition, communities are encouraged to include efforts to build trust between youth, the community, and law enforcement as a part of their overall program approach. Goals, Objectives, Deliverables, and Timeline Goals The goal of this program is to prevent and reduce youth violence, including youth gang violence. Applicants are encouraged to visit the National Gang Center website for more information on youth gangs. OJJDP recognizes that youth violence also occurs through informal social networks that may be connected by the neighborhoods where youth live or schools they attend. Program activities should focus on supporting intervention-and deterrence-focused strategies that aim to reduce youth gun and gang violence. Program elements supported could include street outreach activities, group violence intervention, multisystemic therapy, and other intervention and prevention activities. Funded sites will employ a multisystemic approach that harnesses and strengthens existing resources, and infuses new resources to fill gaps, which should include efforts to build trust between youth,the community, and law enforcement. Efforts should be focused on areas that are disproportionately impacted by violent crime, including areas experiencing high rates of juvenile crime. Objectives • Prevent and reduce youth violence, particularly gun and gang violence, and victimization. • Encourage close collaboration among community-based organizations, service providers, and law enforcement to reduce violence. • Provide alternatives to violence for youth involved with or at risk of involvement with formal or informal gangs. Deliverables • Develop/enhance intervention-, and suppression-focused initiatives that aim to reduce youth violence, disrupt youth gang recruitment, and offer alternatives to gang membership. Priority will be given to those applicants proposing to implement Community Violence Intervention(CVI)strategies. • Implement these programs for youth that reduce violent crime, especially in those areas experiencing high rates of illegal firearms arrests and homicides. • Convene a task force or collaborative working group(this may be an existing group)that meets regularly throughout the project period to lead the project, identify and address service gaps and barriers, and use funding for a wide variety of prevention, intervention, and suppression strategies targeting those youth who are at highest risk for violence. OJJDP supports the National Gang Center to provide training and technical assistance to OJJDP-funded sites addressing youth gang violence. Sites funded through this solicitation are expected to work with the Center. Successful applicants are expected to participate in a cross-site grantee meeting in each year of the project. This website includes information on the National Forum on Youth Violence Prevention(Forum), which was created to build the capacity of localities across the country to more effectively address youth violence through multidisciplinary partnerships, balanced approaches, data-driven strategies,comprehensive planning,and sharing common challenges and promising strategies.The Forum is a strategy for federal and local collaboration that encourages its member jurisdictions to review and improve internal decision making structures, policies, and practices; increase communication; and implement strategic, coordinated action to change the way they do business. • National Gang Center disseminates information, knowledge,and outcome-driven practices that engage and empower those in local communities with chronic and emerging gang problems to create comprehensive solutions to prevent gang violence, reduce gang involvement,and suppress gang-related crime.This website includes information on OJJDP's Comprehensive Gang Model,which is an evidence-based framework for the coordination of multiple strategies to address serious,violent, and entrenched youth street gang problems.The model combines prevention, intervention,and deterrence tactics to address the root causes of criminal gang activity within a community. Evidence-Based Programs or Practices OJP strongly emphasizes the use of data and evidence in policymaking and program development in criminal justice, juvenile justice, and crime victim services. Information Regarding Potential Evaluation of Programs and Activities OJP may conduct or support an evaluation of the programs and activities funded under this solicitation. In FY 2021, OJP will give priority consideration in award decisions to applications that demonstrate ways in which their projects will advance one or more of these areas. To receive priority consideration for advancing one or more of the Department's priorities,the applicant must provide a sufficient narrative explanation as an attachment,that specifies how the project will advance the promotion of civil rights, access to justice, support to crime victims, protecting the public from crime and evolving threats,or building trust between law enforcement and the community. In addition,OJP will give priority consideration, if applicable,to applicants that demonstrate that the individuals who are intended to benefit from the requested grant reside in high-poverty areas or persistent-poverty counties. To receive priority consideration under the poverty priority,the applicant must provide information to demonstrate that the individuals who are intended to benefit from the requested grant reside in high-poverty areas or persistent poverty counties. Information to Complete the Application for Federal Assistance (SF-424) The SF-424 will be submitted in Grants.gov.The SF-424 is a required standard form used as a cover sheet for submission of pre-applications, applications,and related information. See the OJP Grant Application Resource Guide for additional information on completing the SF-424. In Section F of the SF-424, please include the name and contact information of the individual who will complete application materials in JustGrants. JustGrants will use this information(email address)to assign the application to this user in JustGrants. Intergovernmental Review: This solicitation("funding opportunity")is not subject to Executive Order 12372. (In completing the SF-424, an applicant is to answer question 19 by selecting the response that the"Program is not covered by E.O. 12372.") Standard Applicant Information (JustGrants 424 and General Agency Information) The Standard Applicant Information section of the JustGrants application is pre-populated with the SF-424 data submitted in Grants.gov.Applicants will need to review the Standard Applicant Information in JustGrants and make edits as needed. Within this section, applicants will need to: add zip codes for areas affected by the project;confirm their Authorized Representative; and verify the organization's legal name and address. Proposal Abstract A proposal abstract(no more than 400 words)summarizing the proposed project including primary activities, products and deliverables, the service area,and who will benefit from the proposed project, will be completed in the JustGrants Web- based form. Proposal Narrative The proposal narrative should be submitted as an attachment in JustGrants.The attached document should be double- spaced, using a standard 12-point Times New Roman font; have no less than 1-inch margins; and should not exceed 30 pages. Pages should be numbered and submitted as an attachment. If the proposal narrative fails to comply with these length restrictions, OJJDP may negatively consider such noncompliance in peer review and in final award decisions. The following sections must be included as part of the proposal narrative: a. Description of the Issue Applicants should briefly describe the nature and scope of the problem that the program will address(e.g., youth gun and gang-related violence). The applicant should use data to provide evidence that the problem exists, demonstrate the size and scope of the problem, and document the effects of the problem on the target population and the larger community. Any data or research referenced in the narrative should include information about the source of the data and/or a citation. Applicants should describe the target population and any previous or current attempts to address the problem as well as identify current gaps in programming/services.Applicants should describe any research or evaluation studies that relate to the problem and contribute to their understanding of its causes and potential solutions. While OJJDP expects applicants to review the research literature for relevant studies,they should also explore whether unpublished local sources of research or evaluation data are available. b. Project Design and Implementation Page 8 of 15 O-OJJDP-2021-05001 11 Applicants should detail how the project will operate throughout the funding period and describe the strategies that they will use to achieve the goals and objectives identified in the previous section. Applicants should describe how they will complete the deliverables stated in the Goals, Objectives, and Deliverables section.OJJDP encourages applicants to select evidence-based practices for their programs. This section should also include details regarding any leveraged resources(cash or in-kind)from local sources to support the project and discuss plans for sustainability beyond the grant period. Timeline. Applicants should submit a realistic timeline or milestone chart that indicates major tasks associated with the goals and objectives of the project, assigns responsibility for each, and plots completion of each task by month or quarter for the duration of the award, using"Year 1,""Month 1,""Quarter 1,"etc., not calendar dates(see Sample Project Timelines).Applicants should submit the timeline as a separate attachment, as stipulated in Additional Application Components. On receipt of an award,the recipient may revise the timeline, based on training and technical assistance that OJJDP will provide. c. Capabilities and Competencies This section should describe the experience and capability of the applicant organization and any contractors or subgrantees that the applicant will use to implement and manage this effort and its associated federal funding, highlighting any previous experience implementing projects of similar design or magnitude. Applicants should highlight their experience/capability/capacity to manage subawards, including details on their system for fiscal accountability. Management and staffing patterns should be clearly connected to the project design described in the previous section. Application Review Information Review Criteria Successful applicants will clearly demonstrate a willingness and readiness to implement a targeted community-based violence-reduction strategy for those youth at highest risk.The selection criteria used by peer reviewers will focus heavily on the applicant's plan and ability to identify data strengths,gaps, and needs.The applicant is encouraged to identify the data partners and the structure for sharing,analyzing, and monitoring data as a collaborative, including the office,team,or individual responsible for ensuring data are available on schedule. Applications that meet basic minimum requirements will be evaluated by peer reviewers. Applications will be evaluated on how the proposed project/program addresses the following criteria: 1. Description of the Issue(20%)—evaluate the applicants understanding of the program/issue to be addressed. 2.
