ITEM _TITLE: Public Hearing on the Annual Action Plan Amendment for supplemental
Community Development Block Grant (CDBG) funding from the U.S.
Department of Housing and Urban Development (HUD) American
Recovery and Reinvestment Act (ARRA) budget.

SUMMARY EXPLANATION: Each year, HUD requires the City of Yakima to submit an
Annual Action plan for the use of CDBG funds. The American Recovery and Reinvestment
Act (ARRA) provided an additional $318,000 of CDBG funds to the city for 2009. In order to
access the funds, the city must amend the annual action plan, which requires a seven day
written comment period. Typically, an action plan amendment also requires a public
hearing. While the HUD Seattle is not requiring a public hearing for the ARRA funds, staff
recommends taking this extra step to ensure that all requirements are met in the event of a
rule change or clarification, and to better inform the public of the proposed investments for
the funds.
Upon conclusion of the seven (7) day comment period, staff is recommending the $318,000
additional CDBG funds be used as follows;
Public Facility improvements $ 241,200
Community Services $ 45,000
Administration (10% as per HUD regulation) $ 31,800

Dear Mayor Edler:
1 am pleased to inform you that the U.S. Department of Housing and Urban Development
has allocated $10.1 billion, made available through the American Recovery and Reinvestment
Act of 2009 (Recovery Act) (Public Law 111 -5) signed into law by President Obama on
February 17, 2009.
This letter provides the allocations from the Recovery Act for the following programs
administered by the Department: Community Development Block Grants; Public Housing
Capital Fund; Lead Hazard Reduction; Section 8 Project -Based Rental Assistance; Homelessness
Prevention Fund; and Tax Credit Assistance. These programs provide funding for housing,
• community and economic development, and assistance for low- and moderate- income persons
and special populations across the country.
Table 1 reflects the level of funding directly available for those in your
community. Table 2 identifies funding available through other partners in your community, and
finally, Table 3 identifies the allocation provided to your state for which you may apply:
