A RESOLUTION authorizing a Bridge Agreement with Hall and Gilliland PLLC for Public
Defense Services for Indigent Defendants.
WHEREAS, the City of Yakima is mandated by the State to provide representation for
indigent criminal defendantsA; and
WHEREAS, the current agreement with Hall and Gilliland PLLC, 2017-080, R-2017-076,
is set to expire on 12/31/22; and,
WHEREAS, the City of Yakima Purchasing Division is currently completing the award
process for these services under RFP 12240P; and
WHEREAS, Hall and Gilliland PLLC and the City Manager have negotiated terms on a
Bridge Agreement to extend the current contract, 2017-080, R-2017-076; and
WHEREAS, the Bridge Agreement will extend Public Defense Services for Municipal
Court through 1/31/23, or until a new award has been completed, whichever comes first, now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized to execute a Bridge Agreement with Hall and
Gilliland PLLC for Public Defense Services, attached hereto and incorporated herein by this
reference.

Extension of Contract No. 2017-080
For
Public Defender Agreement
This Extension of the existing Contract No. 2017-080 entitled "Public Defender," and entered into on June 20,
2017 (hereafter the "Contract") with Hall and Gilliland PLLC (hereafter "Contractor") is between the City of Yakima
(hereafter the "City") and Contractor.
Whereas, the City entered into City Contract No. 2017-080 per Resolution 2017-076 with Contractor for the
purpose of providing representation for indigent criminal defendants; and
Whereas, the original term of said Contract, including extensions thereunder, currently terminates on
December 31, 2022; and
Whereas, negotiations over the terms of a new contract relating to Request for Proposal ("RFP") No. 12240P
for Public Defense Services are ongoing; and
Whereas, the parties want the existing contract to remain in effect during the pendency of negotiations, and
until a new contract is signed; and
Now, therefore, the City and Contractor agree to the following extension of the existing Contract, under the
conditions set forth:
The term of Contract No. 2017-080 is hereby extended for a maximum of 30 days from January 1,
2023 to January 31, 2023, or until a new Contract under RFP 12240P is executed between the City
and any party, whichever comes first, at which time Contract No. 2017-080 shall immediately
terminate, unless sooner terminated by either party in accordance with the terms of the Contract.
The City shall pay Hall and Gilliland $450.00 per case for each case assigned to Hall and Gilliland in
the month of January 2023.
Except as expressly modified herein, all other terms and conditions of the above -referenced Contract No. 2017-080
between the City of Yakima and Hall and Gilliland PLLC shall remain in full force and effect.

SUMMARY EXPLANATION:
The City is mandated by the State to provide representation for indigent criminal defendants. The
current contract for Public Defense Services for indigent criminal defendants between the City of
Yakima and Hall and Gilliland is set to expire on 12/31/22. Executing a Bridge Agreement with
Hall and Gilliland will extend to current contract through 1 /31 /23, or until a new award has been
completed through RFP 12240P; whichever comes first.

This Extension of the existing Contract No. 2017-080 entitled "Public Defender," and entered into on June 20,
2017 (hereafter the "Contract") with Hall and Gilliland PLLC (hereafter "Contractor") is between the City of Yakima
(hereafter the "City") and Contractor.

Whereas, the original term of said Contract, including extensions thereunder, currently terminates on January
31, 2023; and

for Public Defense Services are ongoing; and
Whereas, the parties want the existing contract to remain in effect during the pendency of negotiations, and
until a new contract is signed; and
Now, therefore, the City and Contractor agree to the following extension of the existing Contract, under the

The term of Contract No. 2017-080 is hereby extended for 60 days from February 1, 2023 to March
31, 2023, or until a new Contract under RFP 12240P is executed, whichever comes first, at which
time Contract No. 2017-080 shall terminate, unless sooner terminated by either party in accordance
with the terms of the Contract. The City shall pay Hall and Gilliland $450 per case for each case
assigned to Hall and Gilliland for the months of February and March 2023.
Except as expressly modified herein, all other terms and conditions of the above -referenced Contract No. 2017-080
between the City of Yakima and Hall and Gilliland PLLC shall remain in full force and effect.
