SPECIAL MEETING
November 29, 2022

5 p.m. Special Meeting -meeting conducted in person and virtually via Zoom
1. Roll Call
Present: Mayor Janice Deccio, presiding, and Councilmembers Matt Brown, Patricia Byers, and
Danny Herrera
Staff: City Manager Robert Harrison, City Attorney Sara Watkins and Acting City Clerk Brandy
Bradford
Absent: Councilmember Holly Cousens (excused), Councilmember Eliana Macias (excused), and
Assistant Mayor Soneya Lund

2. Executive Session regarding pending litigation pursuant to RCW 42.30.110(1)(i)
MOTION: Brown moved and Byers seconded to adjourn to an executive session for 10
minutes for the purpose of discussing pending litigation pursuant to RCW 42.30.110 (1)(i).
The motion carried by unanimous vote, Cousens, Lund and Macias absent.
Executive Session was held and adjourned at 5:10 p.m.
3. Public Comment
Rick Glenn, resident, spoke regarding the proposed utility budget adjustment. Mr. Glenn mentioned
concerns about notifications to property owners when renters have utility account delinquencies.
4. Ordinance amending the 2022 Budget for the City of Yakima; and making appropriations from
Unappropriated Fund Balances within various Funds for expenditure during 2022 for various
purposes (First Reading)
Jennifer Ferrer-Santa Ines, Director of Finance and Budget, reported on the budget amendment,
noting this is a first reading and will be brought back on December 6, 2022 for passage. Utility
Customer Services Manager James Dean answered questions from Council regarding the
requirements to use grant funds received. The City Clerk read the ordinance by title only.
AN ORDINANCE amending the 2022 Budget for the City of Yakima; and making appropriations

5. Claim against City of Yakima by Yakama Nation
MOTION: Byers moved and Brown seconded to direct legal counsel to serve the Yakama
Nation with the Offer of Judgment in the amount of$294,940.71. The motion carried by
unanimous vote, Cousens, Lund and Macias absent.
6. Adjournment
MOTION: Byers moved and Brown seconded to adjourn to the next Council regular
meeting on December 6, 2022, at 5:30 p.m. in the Council Chambers at City Hall. The motion
carried by unanimous vote, Cousens, Lund and Macias absent. The meeting adjourned at 5:23 p.m.
