Present: Mayor Janice Deccio, presiding,Assistant Mayor Soneya Lund (attending remotely

Apple Award for Rich Hunt
Utility Services Supervisor Vanessa Sanchez introduced Water Service Specialist Rich Hunt,
and Mayor Deccio presented him with a City Apple Award for his exemplary service to a citizen
in need.
ii. Recognition of Corrections Officer Edward Opsahl for 21 years of
service
Police Chief Matt Murray, along with Corrections Manager Maritza Davis, introduced and
recognized Corrections Officer Edward Opsahl for 21 years of service.
5. Council Reports
No Council reports.
6. Consent Agenda
Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. There were no changes. The

MOTION: Cousens moved and Byers seconded to approve the consent agenda. The
motion carried by unanimous vote.

K. Resolution approving a contingent settlement agreement by the City of Yakima and
Medstar, LLC, and Medstar Cabulance, Inc. to settle the claim brought against the

N. Ordinance amending the 2022 Budget for the City of Yakima; and making
appropriations from Unappropriated Fund Balances within various Funds for
expenditure during 2022 for various purposes (Second Reading)
ORDINANCE NO. 2022-039, AN ORDINANCE amending the 2022 Budget for the City of
Yakima; and making appropriations from Unappropriated Fund Balances within various funds
for expenditure during 2022 for various purposes.
7. Public Comment
Randy Lust, resident, shared his concerns regarding speeding vehicles in the area of 66th
Avenue and Chestnut Avenue and hopes the City will be able to install speed humps.
The following downtown business owners spoke in opposition to downtown parking fees and
suggested looking at other options: Steve Mercy, Trena Schab,Corie Ratliff, Joe Mann,
Ben Hittle, Larry Hull, Jim Barth, Kathi Mercy and Jamie Burns.
Andrew Holt, resident and Executive Director of D.A.Y., discussed the concerns D.A.Y. has
received from business owners regarding downtown parking fees and spoke in opposition to to
the fees.
Tony Courcy, resident, requested notification of a future Council meeting regarding William O.
Douglas Trail, commented on the proposed Master Fee Schedule and asked questions
regarding sidewalks in front of the mobile home park on Hathaway.

8. Public hearing to consider: A) Resolution adopting the amended Six-Year Transportation
Improvement Program for the period of 2023 through 2028, and to amend the Transportation
Systems Plan 2040; and B) Resolution amending the Yakima Urban Area Comprehensive
Plan Capital Facilities Element
City Engineer Bill Preston briefed Council on the public hearing.
Mayor Deccio opened the public hearing and, with no one coming forward or calling in to
speak, closed the hearing.
The City Clerk read the resolutions by title only.
MOTION: Cousens moved and Brown seconded to adopt both resolutions. The motion
carried by unanimous vote.

Outreach for property adjacent to the wastewater treatment plant which is currently the location
of Camp Hope
City Attorney Sara Watkins provided a brief description of proposed amendments to the Lease
Agreement with Grace City Outreach for Camp Hope.
The City Clerk read the resolution by title only.
MOTION: Byers moved and Cousens seconded to adopt the resolution. The motion
carried by unanimous vote.
RESOLUTION NO. R-2022-168, A RESOLUTION authorizing the City Manager to amend
the Lease Agreement Between the City of Yakima and Grace City Outreach for property
adjacent to the wastewater treatment plant which is currently the location of Camp Hope.
10. Resolution authorizing a Memorandum of Understanding with Dispute Resolution Center of
Yakima and Kittitas Counties, Yakima County, and OIC of Washington for management,
facilitation and evaluation of the GRIT Village, Steering Committee, and structure
Mayor Deccio announced this item is postponed to a future agenda.
11. Ordinance to create a Parking Services Fund (first reading)
After Council discussion and amendment, the following motion was approved: MOTION:

Byers moved and Cousens seconded to table voting on the ordinance until the
proponents have time to present alternatives to consider for 6 months. The motion
carried by unanimous vote.
12. Ordinance amending the Yakima Municipal Code to place certain fees and charges in a City of
Yakima Master Fee Schedule
Finance Director Jennifer Ferrer Santa-Ines presented the draft ordinance to amend the
municipal code by removing certain fees and charges and placing them into a Master Fee
Schedule.
The City Clerk read the ordinance by title only.
MOTION: Cousens moved and Herrera seconded to pass the ordinance. The motion
carried by unanimous vote.
ORDINANCE NO. 2022-040, AN ORDINANCE removing certain fees from the Yakima
Municipal Code so that those fees can be placed into the City of Yakima Master Fee Schedule
via subsequent resolution.
13. Resolution Adopting The Master Fee Schedule for The City of Yakima
Finance Director Jennifer Ferrer-Santa Ines presented the draft Master Fee Schedule for the
City of Yakima.

14. Other Business
Assistant Mayor Soneya Lund reported that John Gasperetti resigned from the Arts
Commission; the vacancy will need to be filled.

MOTION: Cousens moved and Herrera seconded to adjourn to the next Council
regular meeting on December 13, 2022, at 5:30 p.m. in the Council Chambers at City
Hall. The motion carried by unanimous vote. The meeting adjourned at 6:38 p.m.
