Discussion with the Clean and Sober Housing Alliance re occupancy limits The Clean and Sober Alliance requested additional discussion regarding the definition of family and zoning issues. The Committee recommended that staff and the Alliance work together to define code requirements. 2. Graffiti Abatement and Enforcement This was a continuation of the discussion that occurred at a study session on October 28, 2008. Various ONDS options were discussed. The following were approved by the Committee to be presented the next time the full Council considers the graffiti issue: • Begin a paint matching program; • Continue to use volunteers to abate graffiti for the elderly and disabled; ill • Continue to use volunteers to abate graffiti in alleys; • Find a way to encourage property owners to take more responsibility for graffiti on their property; • Work in conjunction with Public Works to purchase and operate a soda blaster. 3. Consolidated Plan /Annual Action Plan /Proposals Received ONDS received a bid from Beckwith Consulting Group to update the City's Consolidated Plan. The Committee recommended that the full Council approve the contract. 4. Proposal to increase the ONDS Housing Subsidy Limit The current limit was set eleven years ago. Due to the rising cost of construction and the need for a higher subsidy for qualifying home buyers, staff requested authorization to raise the Housing Program Subsidy limit from $35,000 to a maximum of $50,000. The Committee recommended that the full Council approve the increase. 5. Update on 201 South Eighth Street Attorney Don Boyd recommended that the City carry the contract on the house for the one -year term of the current contract. The conditions of the contract are that the building will be rehabilitated back to a single family dwelling within one year (approximately June 1, 2010), the house cannot be demolished, and the applicable permits must be in place throughout the rehabilitation. , ... 0/l j „ 5 ------ 0 r' over, Chairman •
