SUBJECT: E. Chestnut Ave Parking Concerns

At the June 2, 2009 City Council meeting, Mr. Ray Powell addressed the Council regarding a
pending change to on- street parking time limits along E. Chestnut Ave. Mr. Powell stated that
initially he understood that the parking was proposed to be changed from 3 hrs to 2 hrs. He has
since learned that the time limit will be 1 hour. Other residents concerned by the change spoke

as well, noting that due to health and financial reasons, utilizing the off - street parking which is
some distance away would be a hardship. They requested r
y p y q reconsideration of the change in on -
street parking on E. Chestnut Ave.
As Council will recall, the change in time limits underlying the concerns raised are part of a
comprehensive public parking proposal developed and presented by the Parking Commission
and subsequently adopted by Council. The Parking Commission undertook considerable effort
to gain feedback on their proposal prior to presenting it to the City Council, and had not heard
concerns from this area. The proposal included advanced notice of changes in an effort to alert
the public to the changes prior to their effective date.
Staff has alerted Parking Commission Chairperson Larry Hull of the concerns raised.
Chairperson Hull has added this issue to the Commission's upcoming meeting. Per previous
Council direction, the Parking Commission will evaluate the concern and provide a written
recommendation to the City Council for their final consideration. _
